 Gender Country Profile and Gender Sector Analyses for Turkiye

Global Objective:

In order to support the EU Delegation and create enabling conditions for the implementation of the GAP III and CLIP for Türkiye, the overall objective of this assignment is to provide necessary analyses, which will be used by the EUD and to some extent relevant stakeholders to improve gender mainstreaming in programming. 

The indicative start date is 30 September 2024 and the period of implementation of the specific contract will be 8 months from this date. Indicative end date: 30 May 2025

Number of requested expert(s), number of persons-days per expert 

  • One Category II (>6 years of relevant experience) - Team Leader and contact person for the assignment.
  • At least one Category II Expert with relevant country and sector specific expertise.  
  • Total working days for Category II experts are estimated to 50.
  • Category III (>3 years of relevant experience) Experts with relevant country and sector specific expertise. 
  • Total working days for Category III experts are estimated to 40.
  • Additional support staff may be hired, but the cost of support staff must be included in the global budget.  
  • For the respective Sector Analyses, ideally, at least one member of the team should have relevant sector specific experience. The CV of the expert/team will be submitted along with signed statements of exclusivity and availability. The profile of the experts are outlined below.

Expected Profile of the Experts/Team  
General qualifications and skills of the Team

  • University degree or equivalent with relevant work experience in gender studies or other relevant fields;
  • Strong writing and communication skills in English (at least C1);
  • Computer literacy (minimum MS Word, Excel);
  • One of the experts must have expertise in participatory methods;
  • One of the experts must have experience in data- and information analysis;
  • Ideally, at least one of the experts shouldhave sector specific knowledge of the sectors to be analysed in the Gender Sector Analyses.

Combined Profile of Category II Experts (Team Leader and Individual Expert(s)

  • Analytical expertise and practical experience on gender and the selected sectors to be analysed;
  • A minimum of six years’ experience with/in gender analysis, gender mainstreaming and women’s participation;
  • Experience with/in inclusive methodologies for information gathering and facilitating group 
    discussions;
  • Experience with working with CSOs;
  • Experience with/in conducting gender analyses, gender country profile and sector analyses in particular will be considered an asset;
  • Relevant work experience in Türkiye will be considered an asset;
  • Knowledge in Turkish will be considered an asset;  
  • Up-to-date and comprehensive knowledge and experience of EU development policies, instruments and facilities such as the GAP III;
  • Experience of EU practices in development programmes related to the selected sectors;
  • Experience working on national gender policies in developing countries;
  • Experience in managing a team of experts.

Profile of Category III Experts 

  • Minimum 3 yearsexperience in the context of gender and development and/ or as a consultant on gender related studies;
  • Experience in coordinating events and managing the organisational side of thematic assignments;
  • Experience in conducting participatory consultations and workshops;
  • Knowledge of the development context in Türkiye;
  • Experience with/in conducting gender analyses will be an asset;
  • Knowledge in Turkish will be considered an asset.

Working languages
All reports and communication will be done in English.
