Functional responsibilities


Under the supervision of the Project Manager, the Programme Management Officer will perform the following responsibilities:

  • Support in monitoring expenditures by verifying the accuracy of requests, ensuring completeness of documentation, and checking the availability of funding. Inform the supervisor of the budget status, process actions as needed, inform clients, and actively follow up until completion.
  • Support in the implementation of UNOCT PE Programme activities.
  • Maintain organized hard and digital records for the project's operational and financial transactions to ensure ease of reference and retrieval.
  • Manage document handling, including file closures, archiving, and monitoring due dates for project progress and status reports. Ensure timely submission of financial and budget utilization reports by UNOPS to clients.
  • Provide administrative support for all aspects of project implementation, including finance, budget management, and general administration.
  • Support the programme team in organizing meetings, trainings, workshops, and events, handling logistics such as venue booking, catering, participant invitations, and travel coordination.
  • Coordinate with internal and external stakeholders to ensure the successful execution of events, prepare event materials, set up audio-visual equipment, and provide technical support as needed.
  • Assist in identifying and developing communication materials that showcase the outcomes and impacts of grants and help prepare promotional content for visibility.
  • Support the supervisor in ensuring the quality of data and progress reports submitted by grantees, including verifying results.
  • Maintain monitoring records for assigned activities, assist in assessing outcomes, and support the evaluation of project impacts. Regularly update and consolidate data for reports such as the UNOPS operational results framework and monthly and biannual reports for SACEP.
  • Assist in logistical arrangements and coordination of M&E capacity-building activities for grantees and the SACEP team.
  • Prepare regular reports as assigned, ensuring they meet the supervisor’s requirements. Attend relevant technical meetings, maintain excellent contacts with all stakeholders, and efficiently respond to the day-to-day operational needs of the project.

Key Deliverables:

Specific tasks for the individual contractor will include:

  • Ensure timely and quality communication materials, including, but not limited to, digital/social media and audio-visual products, presentations, infographics, factsheets, web articles, digital versions of posters, reports, layout design for project reports, etc.
  • Support the development of graphic design materials and produce the deliverables in various formats, including for digital and print distribution, depending on the needs of the project;
  • Support the development of proposals for online and off-line public information material for campaigns, conferences, events, and meetings promoted through the media, and UNOCT’s website and webpages and social media presence;
  • Perform other duties as may be reasonably required and in line with the incumbent’s scope of services above.

Monitoring and Progress Controls:

Timely delivery of outputs as outlined in the Terms of Reference. Quality of materials produced and approval of all products/deliverables/outputs by the Chief of Office.

 

Education/Experience/Language requirements

Education:

  • First-level university degree (Bachelor’s or equivalent) preferably in political science, international relations, law, or related fields.
  • An advanced university degree (Master’s or equivalent) will be considered a strong asset.

Work Experience:

Required:

  • A minimum of 2 years of experience in a similar field of work or exposure to project management, preferably with an International Organization.
Desirable: (the following experience is optional. Candidates who do not have it are welcome to apply)
  • Computer skills, including ERP Software and Google Suite applications.
  • Previous successful involvement with and a good knowledge of NGOs & civil society.

Language:

  • Fluency in oral and written English is required.
  • Knowledge of another official United Nations language is an advantage.
