SUMMARY OF THE PROJECT
The DFAT (Department of Foreign Affairs and Trade) Social Protection, Inclusion and Gender equality (SPRING) program is Australia’s flagship investment of support to the Government of Philippines (GPH) on Social Protection, Gender Equality, Disability, Social Inclusion and Indigenous Inclusion. It is an AUD 34 million investment over 5 years that will support the joint Development Partnership Plan (DPP 2024-2029) between the Government of Australia and the Government of the Philippines (GPH). The investment will be the DFAT’s primary avenue in the Philippines for supporting poverty reduction and bilateral funding on gender equality and social inclusion at the national level and with some select Local Government Units (LGUs). SPRING will support efforts under Australia’s new International Development Policy and its forthcoming new strategies on gender equality, disability equity and rights, and translate these into implementation in the Philippines.  
 
The intended goal of SPRING is to contribute to the goal that the social and economic transformation in the Philippines reduces poverty and provides equal opportunities to all Filipinos in line with the Philippines Development Plan.
 
The objective of SPRING is that Australia works in partnership with the GPH to improve systems and structures that reduce poverty and inequality and advance gender equality and the rights of people with disabilities.
 
SPRING has four mutually reinforcing End of Program Outcomes (EOPOs):

  1. Philippine Government social protection plans, policies and programs increasingly close gaps in the social protection floor.
  2. The Department of Social Welfare and Development (DSWD) and select LGU systems increasingly deliver quality social protection that is inclusive, gender and shock responsive, and climate sensitive.
  3. The Philippine Government increasingly invests in gender responsive policies, plans, programs and systems.
  4. The Philippine Government improves data, systems and targeting to enable people with disability and Indigenous Peoples improved access to targeted services.

 
SUMMARY OF POSITION
Reporting to the Operations Lead, the IT Officer will oversee the effective establishment of IT systems and procedures to support the efficient operations SPRING Program.
 
KEY RESPONSIBILITIES
Hardware and Software Management

  • Install, configure, and maintain hardware and software systems of laptops, program server, printers, peripherals etc. in accordance with the IT infrastructure standards in SPRING Program Operations Manual.
  • Perform routine inspection and maintenance of IT equipment, ensuring anti-virus, operating systems, firewall and others are regularly updated.
  • Act as point of liaison with the IT department of Cowater International headquarters on matters pertaining to IT compliance, as well as maintenance and troubleshooting of Microsoft 365 applications (SharePoint, Outlook, etc.).
  • Manage SPRING SharePoint architecture on a day-to-day basis.
  • Liaise with vendors and service providers (IT equipment, software, internet) on claims on warranty and other necessary repairs or upgrade, as needed.
  • Monitor renewal of software licenses.
  • Manage and optimize network performance, reliability and availability.
  • Perform regular data management backup and recovery procedures.

Technical Support

  • Offer day-to-day technical support to program personnel (in person or remotely).
  • Establish an IT helpdesk system and manage technical support requests in an efficient and timely manner.
  • Maintain a log of incidents and technical support actions.
  • Ensure data security of laptops and servers is at all times maintained in accordance with the standards in the Program Operations Manual.
  • Conduct IT orientation or training sessions for program personnel on best IT practices.

Other Operational Support

  • Contribute to establishment and documentation of processes and procedures related to IT system management during the development of the SPRING Program Operations Manual and ensure their compliance with Cowater IT standards, policies, and guidelines.
  • Investigate and make recommendations on options for value for money solutions available to improve efficiency and security of all applications, systems and requirements of the IT set up.
  • Assist with the setup of the SPRING website and act as webmaster of the site, in close coordination with the communications team and / or vendor as required.
  • Assist with the setup and maintenance of the SPRING MIS in close coordination with program team, particularly MERL team, and with the MIS development vendor.
  • Coordinate with the Procurement officer in the maintenance of the IT asset register and vendor list
  • Perform any other duties assigned by the Operations Lead.

 
JOB REQUIREMENTS
Education

  • A bachelor’s degree in IT, computer science or other relevant fields.

Minimum Experience

  • 5 years experience in a similar role.
  • Experience with donor- funded projects would be an advantage.

Key Abilities:

  • Strong troubleshooting skills in networking, Microsoft applications, and operating systems.
  • Experience with hardware deployment/repair and Microsoft Server administration.
  • Demonstrated knowledge of networking protocols.
  • Demonstrated knowledge of MIS management.
  • Ability to analyze, plan and develop appropriate and timely responses to complex situations and highly developed problem-solving skills.
  • Good communication skills, including proficiency in written and oral English and Filipino.
  • Promoting Gender Equality, Disability, and Social Inclusion (GEDSI) is a key focus of SPRING. Applicants with knowledge or experience in GEDSI issues will be highly regarded by the selection panel.
