Title: Senior Sectoral Adviser (SSA) in Rule of Law, Access to Justice and Inclusive Governance

Location: Vientiane, LAO PDR

1. BACKGROUND

The Lao and Luxembourg governments decided for the fifth Lao-Luxembourg Indicative Cooperation Programme (ICP V) to maintain and deepen collaboration nationally, but with emphasis on the provinces of Bokeo, Bolikhamxay, Khammouane and Vientiane, through following four sectoral programmes (2023-2027) with a total budget of approximately 109 MEUR, as follows:

·       Health and Nutrition (H&N) with a budget of ca. 38.5 MEUR.

·       Local Development with a budget of ca. 33.9 MEUR (including Swiss co-financing).

·       Skills for Tourism and Agriculture and Forestry (STAF) with a budget of ca. 25 MEUR (including Swiss and EU co-financing).

·       Rule of Law, Access to Justice and Good Governance (ROLAG) with a budget of 11.5 MEUR.

The ROLAG intervention will target support to ministries, other (non-ministerial) legal sector agencies, and legal practitioners at the central level in Vientiane Capital, such as the National Assembly’s International Cooperation and Project Management Secretariat, Ministry of Justice, the Office of the Supreme People’s Prosecutor, the People’s Supreme Court, and the Ministry of Public Security (prison service) and other relevant bodies, to support capacity development within those key institutions, but also to facilitate access from – and reinforce the feedback loop – the central to the provincial, districts, and grassroots levels.

The efficiency and effectiveness of the Indicative Cooperation Programme (ICP) V will be driven by a programmatic approach, exploring increased synergy with other engagements under ICP V, in particular local development, ensuring outreach also at the community level. Under this engagement, the close collaboration between LuxDev, the (Luxembourg) Institute for Legal Support and Technical Assistance (ILSTA) and the University of Luxembourg (UoL) across the various areas will ensure the optimal complementarity and effective use of resources. Furthermore, the engagement will be enhanced by close collaboration with other interventions and development partners operating in the sector, if feasible, to reduce overlap or duplication. Finally, the intervention will continue to support on the two faculties of law e.g., in Vientiane and in Champasak. At the Luxembourg side, the key partners involved are ILSTA and the University of Luxembourg.

2. OBJECTIVES

The Senior Sectorial Adviser (SSA) represents LuxDev with the implementation of the sectoral programme. 

The SSA ensures that all processes defined by the Agency are implemented in accordance with the Agency’s Quality Manual.

The SSA is the representative of the donor (first-level authority) for the execution of technical and financial commitments contributing to the programme.

The SSA will be fully responsible for all institutional, organisational, skills and technical matters dealing with this sectoral field of competence overall meaning nationally and be in very close contact with the provincial (operational) teams as per above schematic.

3. RESPONSIBILITIES

The SSA has following broad tasks:

·     ensure correct implementation of support interventions in the ICP V priority provinces (including at national levels in Vientiane capital) ;

·     provide sector-specific, strategic and technical guidance to the province-based sectoral advisors, while liaising with the International Provincial Advisers ;

·     promote knowledge management and experience sharing between the provincial sectoral advisors, their counterparts, and other stakeholders ;

·     provide capacity development support at the central level (Vientiane capital) to the counterparts related to key central-level functions such policymaking, sectoral coordination, monitoring, and learning including strategic support to Luxembourg Embassy and LuxDev ;

·     support the secretariat of the Programme Steering Committee (PSC).

The SSA will also be in charge of:

·     planning technical interventions ;

·     organising technical interventions ;

·     supporting the HR administrative and financial management of the programme, in line with the Operational Pool requirements ;

·     supporting programme monitoring and evaluation , in close concert with the Cross-Cutting Pool ;

·     ensuring information, knowledge and communication management, in close concert with the Cross-Cutting Pool ;

·     representing the Agency in close concert with the Regional Office and the Luxembourg Embassy ;

·     supporting capacity strengthening at national and provincial levels, in close concert with other programme resources.

4. EXPERT PROFILE

·       postgraduate law  degree or in a fiels related to the legal sector ;

·       at least 15 years of work experience including fice years in international development ;

·       previous work experience in Laos or Southeast Asia will be an advantage ;

·       fluency in English language and good communication and writing skills ;

·       Lao or Thai language skills will be an advantage.
