Context:
Under the overall supervision of the Chief of Mission for Bolivarian Republic of Venezuela, the direct supervision of the Monitoring and Evaluation Officer; and in close coordination with the Displacement Tracking Matrix (DTM) Unit at Headquarters (HQs) and Regional Migration Data Analysis Unit at the Regional Office in Panama, the successful candidate will be responsible for providing specialized support to Data Collection and Information Management (IM) activities, focusing on enhancing the quality, comparability, reliability and ethical use of migration data, as well as to support IM initiatives on internal displacement, migration, development, among others.

Core Functions / Responsibilities

  1. Support the planning and implementation of Displacement Tracking Matrix (DTM) activities to provide timely information on human mobility through a solid methodological framework, guidance to field teams, coherence with Global DTM standards and close coordination with the DTM Unit at the Headquarters (HQ) and the Regional Migration Data Analysis Unit at the Regional Office.
  2. Provide technical guidance to facilitate the effective collection and use of information in order to support evidence-based decision making based on humanitarian principles.
  3. Coordinate and monitor data collection activities as needed, (including sampling, survey design, field teams training, etc.) such as household and individual surveys, in order to facilitate generation of reliable data.
  4. Conduct analysis and research on Human Mobility and Internal Displacement (IDPs), in adherence to IOM´s initiatives, to support the availability of reliable data, to contribute with evidence-based decision making for public policy.
  5. Prepare specific information products to be utilized in donor/stakeholder briefings, project proposals, and contractual and/or ad-hoc reports. These products include infographics, dashboards, maps, reports, etc.
  6. Assist and promote the use of Geographic Information Systems (GIS) mapping by ensuring data collection has relevance to GIS coding in order to develop maps and other GIS products.
  7. Contribute to the drafting of information management workflows and reporting tools to support Monitoring, Evaluation, Reporting, Project Managers according to donor regulations and obligations ensuring coherence with the approved workplan.
  8. Manage databases and information systems (including geographical databases and information system coding), dataset extraction for analysis and representation.
  9. Provide technical assistance and guidance on data collection and information management activities to support projects and units in the Country Office, facilitating the production of robust information across all the Organization.
  10. Participate in working groups, meetings, presentations, etc. for UN, donors, government counterparts and relevant stakeholders, as needed.
  11. Support the planning, organization, and delivery of training to key personnel and government stakeholders on data management and research, data protection principles and guidelines, among others. to improve their skills and knowledge on relevant human mobility topics.
  12. Perform other duties as may be assigned.
