Senior Workforce Development Evaluation Expert, MCC Kiribati Threshold Evaluation, Kiribati

We work across all development sectors including democracy and governance, health and education, the environment, and economic growth. Since 1997 we have worked in over 100 countries for clients such as US government agencies, bilateral donors, multilateral development banks, foundations, and nonprofits.

Proposal Objective:

SI is bidding on a proposal funded through the Millennium Challenge Corporation (MCC) Kiribati, to conduct an evaluation of the over $29.1 million MCC Kiribati Threshold Program.​ The Program includes the Mwakuri Aaika Nakoraoi Ibukin Maeuraoimi (MANIM) Project, which focuses on improving youth work readiness skills, job training/vocational education, labor force resilience, and access to employment.

Position Description:

SI is seeking a Senior Workforce Development Evaluation Consultant to support in all phases of the upcoming evaluation of the MCC Kiribati Threshold program. 

Position is contingent upon the award of the contract to Social Impact. Anticipated award date is mid- 2025.

Responsibilities:

  • Provide technical advice and expertise across workforce development, job education, vocational training, secondary/higher education to develop appropriate evaluation tools and instruments.
  • Participate in data collection efforts.
  • Provide inputs to the evaluation design and final report(s).

Required Qualifications:

  • Minimum of a Master's degree in a relevant field.
  • A minimum of 10 years of experience in evaluating workforce development, technical and vocational training.
  • Experience in evaluation designs and qualitative and quantitative methods.
  • Experience with job education/vocational trainings.
  • Experience working with administrative education and labor force participation data.
  • Experience conducting or participating in evaluations in Kiribati, or Oceania, preferred.
  • Previous experience evaluating MCC projects, preferred.
  • Oral and written fluency in English required.
  • At least 1 publication on workforce development in a peer-reviewed journal, highly preferred.
