Project Objective
The ADB-funded Dushanbe EcoMobility Project aims to identify and support opportunities to enhance Dushanbe’s urban mobility in a way that fosters economic, social, and environmental sustainability.

Project Background
The rapid growth of private vehicle use in Dushanbe has led to severe traffic congestion and poor air quality. According to the UNDP, mobile sources contribute to 87% of air emissions in Dushanbe, and the World Health Organization reports that Tajikistan has the highest road traffic mortality rate in Central Asia, with 19 deaths per 100,000 people annually. This project seeks to address these challenges by exploring effective parking management strategies that align with Dushanbe’s urban development and environmental goals.

Job Summary
We are seeking an experienced Parking Specialist to develop and implement parking management strategies for Dushanbe, with a focus on evaluating private sector investment opportunities in urban mobility infrastructure.

Key Responsibilities

• Develop comprehensive parking management strategies to alleviate congestion.
• Conduct assessments of private sector investment potential in parking infrastructure.
• Provide technical expertise on sustainable urban mobility solutions.

Requirements

• Minimum of seven years of experience in parking management within urban settings.
• Bachelor’s degree in Urban Planning, Civil Engineering, or a related field.
• Native Tajik speaker with a good command of English.
• Experience working with international development organizations is a strong advantage.
