SIMAB – Municipal Markets in Portugal
The support delivered by the Service Provider will complement SIMAB in the preparation of the operational program in those areas where external expertise is needed:
i) Design of a funding and financing solution that enable easy access by municipalities to the necessary financial resources to undertake the modernisation of municipal markets.
ii) Design of state-of-the-art interventions in the fields of mitigation and adaptation to climate change, and urban integration of the market buildings and surrounding public space areas.
iii) Analysis of state-of-the-art alternative business models for investment, operation and management of municipal markets, feasible for the characteristics of the Portuguese municipal market sector.
iv) Design and implementation of a pilot project including a set of municipal markets suitable and ready for investment, including the preparation of feasibility studies and investment plans for a set of selected municipal markets suitable and ready for investment.
Key Expert III: Energy Efficiency Expert (Category II)
Qualifications: At least a Bachelor’s Degree in mechanical, electrical, civil engineering, or related field (Minimum requirement).
General professional experience: At least 10 years’ professional experience working in energy efficiency roles (Minimum requirement).
Specific professional experience:
· At least 8 years of advisory or project delivery experience in the energy efficiency field (Minimum requirement).
· Specific knowledge and experience of planning and overseeing energy efficiency retrofits and upgrades to existing non-residential buildings, as demonstrated by the expert’s involvement in at least 3 relevant projects during the last 5 years (Minimum requirement).
· Qualification to issue energy performance certificates for non-residential buildings (PQ-II, Perito Qualificado) under the Portuguese Building Certification System (SCE – Sistema de Certificação Energética) with, at least, 5 energy performance certificates issued in the last 5 years for large non-residential buildings (GES, grande edifício de comércio e serviços), as defined in the Decree-Law 101-D/2020 (Minimum requirement).
· Experience in the property development supporting urban renewal projects (Advantage).
Language and other Skills: Working command of English language (CEFR C1) (Minimum requirement).
Working command of Portuguese language (Minimum requirement).
