Description

Purpose

The purpose of the regional representative is to achieve the humanitarian objectives in Norwegian Red Cross’ international strategy through strategic leadership of the regional team and resources, and purposeful external relations.

Strategic responsibilities

1. Secure implementation of the international strategy in the region, by establishing and

following up strategic direction through regional frameworks and annual plans.

2. Ensure efficient leadership and promote optimal use of resources by ensuring purposeful

collaboration within the regional team, with other regions, and with the National office.

3. Oversee strategic relationship management with Red Cross Red Crescent Movement, donors

and external partners.

Operational responsibilities

1.1 Develops regional plans of action, approves country plans of action, and follows up on progress through regular meetings and reporting.

1.2 The Regional Representative is the budget holder and approves all projects that are within the International Strategy and Operational Framework. (Any exception is approved by Head of Operations.)

1.3 Contributes to the International Programmes and Preparedness Department’s extended management team by informing decision making and following up strategic initiatives.

1.4 Strengthens Red Cross Red Crescent Movement complementary roles and responsibilities by promoting initiatives conducive to better efficiency and greater impact.

2.1 Ensures a functional division of tasks and efficient use of resources within the regional team.

2.2 Manages the Country Managers, Regional Deputy Representative and Regional Support Services Manager.

2.3 Engages the regional team by providing clarity through individual work plans, anchor decisions, and follows up with expressing positive expectations and holding each other accountable.

2.4 Oversees that country offices have updated security rules and, promotes a culture of security awareness, and contributes to the Security Task Force as per request.

2.5 Works towards good collaboration in the region and with other regional teams through deliberate competency development and proactive human resources planning together with Headquarters.

2.6 Acquires fluency in the understanding of Norwegian Red Cross work processes and digital tools.

3.1 Represents Norwegian Red Cross in the region and coordinates donor liaison.

3.2 Oversees the strategic relationship with National Societies in accordance with established partnership approach and guidelines.

3.3 Follows up on global strategic agreements with the ICRC and the IFRC in the region.

3.4 Acts as spokesperson for regional developments and supports communication and humanitarian diplomacy initiatives in the region.

Collaboration

1. Contribute to and represent decisions in the Extended Management Group of the
International Programmes and Preparedness Department.

2. Liaise with Regional Team members at Headquarters, particularly Program Finance Coordinator to ensure effective budget control and the Regional Human Resources Advisor for optimal human resources planning.

3. Engage with the Technical Unit to optimize annual planning and technical quality of operations
in the region.

Qualifications

Formal Competence - University Degree

Personal qualifications, Skills and knowledge

  • Successful humanitarian management experience skills and knowledge.
  • Analytical skills and proven ability to solve complex humanitarian challenges.
  • Experience from implementing humanitarian projects at field level.
  • Thorough understanding of the humanitarian landscape, and the roles and mandates of the RCM.
  • Excellent drafting skills. Proven track-record of successful donor applications an asset.
  • Fluency in English is a must. Proficiency in Arabic is a significant asset but not a requirement.
