Overview: DT Global is seeking a Deputy Chief of Party, Operations (DCOP-O) for an anticipated USAID/South Sudan-funded Peacebuilding and Independent Media (PBIM) activity. The anticipated activity aims to resolve ongoing communal conflicts to reduce violence and build a sustainable peace by addressing the underlying causes of conflict, promoting reconciliation, and supporting the development of inclusive and resilient communities. The activity will target conflict-affected communities across the hot spots with a focus on women, youth, people with disabilities, refugees, internally displaced persons (IDPs), returnees, ethnic minorities and key stakeholders in communities such as traditional leaders, civil society organizations, and religious leaders.

The DCOP-O will be responsible for day-to-day oversight and management of project operations staff, as well as ensuring donor reporting, management, and implementation of project operations, under guidance from the Chief of Party (COP). The DCOP-O will have demonstrated ability to work in complex environments and manage diverse teams, with a demonstrated commitment to quality, compliance, and timeliness. The DCOP-O must possess the intellectual, communications, leadership, and managerial skills necessary to develop, articulate and assist implementation of the program. The DCOP-O will report to the COP. Recruitment is contingent upon successful award of the project, and selection of final applicant is subject to USAID approval.

Primary Responsibilities:

  • Oversee the day-to-day project operations, administration, and staff, including finance, administration, operations, procurement, contractual and regulation compliance, logistics, security, and human resources.
  • Apply extensive knowledge of USAID regulations and compliance, and build capacity of project staff, and partners, when needed, in systems and processes required to adhere to USAID regulations and requirements.
  • Coordinate closely with the DT Global’s headquarters-based Program Management Unit (PMU) to ensure project objectives and requirements are compliant and on time.
  • Identify new ways of achieving project efficiencies throughout the project life cycle.
  • Encourage mentorship and capacity building of staff; conduct operational trainings and refreshers as needed throughout the life of the project.
  • Ensure staff operate in accordance with the Office Procurement Manual, Recruitment Manual, and the Employee Handbook.
  • Ensure transparency in contractual reporting, financial reporting, procurements, hiring, and all other aspects of the project.

Qualifications:

  • A Bachelor’s degree in international development, economics, business, finance, logistics, or other relevant field required. Master's degree in relevant field preferred.
  • Ten (10) years of progressively more responsible work experience managing financial and operational components of development programs.
  • Experience in contracting, human resources, administration, finance, and logistics.
  • Extensive knowledge of USAID rules and regulations and USAID contractor requirements in administrative, finance, and operational functional areas.
  • Demonstrated leadership skills and prior experience mentoring, supervising, and building the capacity of a diverse host country national staff.
  • Excellent communication skills required to explain complex processes to a diverse group of stakeholders.
  • Experience working in Africa and post-conflict countries is preferable.
  • Demonstrated ability to communicate effectively in English, both verbally and in writing is necessary.
