Functional responsibilities

UNOPS is seeking a GESI/PSEAH Officer with experience in the field of gender and social inclusion (GESI) & protection from sexual exploitation, abuse and sexual harassment (PSEAH). The selected candidate will work on GESI/PSEAH with a coordinated approach. S/he will ensure that both GESI and PSEAH 2025 Action Plans are implemented and will conduct a wide range of activities, as stated in the below requirements.
In order to show the highest commitment and independence of PSEAH measures within the Country Office, the GESI/PSEAH Officer will be reporting to the Head of Programmes (deputy Country Director).
In line with UNOPS policies and guidelines,the GESI/PSEAH Officer will perform various tasks and provide vitaltechnical inputs to all activities pertaining to GESI and PSEAH in Ukraine.
GESI technical support:

Under the guidance of the supervisor and in close collaboration with the GESI Focal Points of the Office, and the Regional GESI Focal Point, coordinate the implementation, monitoring and reporting of the GESI Action Plan for 2025, Create, and update at regular intervals a context-specific factsheet/country profile on gender, using existing resources (UNCT, NGOs, academia) to help in rapid assessment of projects.
Map current GESI mainstreaming initiatives in projects, identify strategic gaps, and make recommendations.
Nurture a network of GESI Focal Points in Ukraine + Moldova to promote the exchange of ideas, coordinate the implementation of the Action Plans, and facilitate discussions around relevant issues.
Identify gaps and training needs and support capacity building activities for all personnel, to strengthen their capacities to mainstream GESI in the design, planning, monitoring and implementation of projects.
Support the roll-out of internal and general UN advocacy/sensibilization/awareness raising campaigns.
Increase consultations with women led-organizations, sharing regular feedback and information on activities and projects, and striving for more involvement of women-led organizations receiving funding from UNOPS.
Actively participate in internal and external meetings, workshops and working groups on GESI, as relevant, and increase and reinforce in-country partnerships with UNCT and key partners (UNWOMEN, UNICEF, UNDP, etc).
Organize joint briefings/training sessions on GESI & PSEAH to improve understanding of all personnel.
Review all Concept Notes and Proposals and provide recommendations on inclusion of GESI components from the design stage through to implementation and reporting.
Identify and share context-specific good practices and contribute to existing and emerging corporate initiatives (youth, disability, etc.) with the Regional Office and globally.
Work closely with the Communications Officer to ensure project and programme GESI stories and case studies are shared on social media and in communication materials.

PSEAH technical support:

In close collaboration with the PSEAH Focal Points of the Office, as well as with the Regional PSEAH focal point, execute the assigned activities of the PSEAH Action Plan for 2025, from implementation to monitoring and reporting.
In close collaboration with SMT, HR and HSSE teams provide the required analysis and technical guidance to Ukraine personnel in implementation of PSEAH prevention, risk mitigation, and put in place response measures during planning and project development, and programming.
Actively participate in internal and external meetings, workshops and working groups on PSEA, as relevant, and increase in-country participation in PSEA fora, and partnerships with UNCT PSEA Network and members and key partners (UNWOMEN, UNICEF, UNDP, etc).
Develop, produce and facilitate the dissemination of PSEAH awareness communication materials to field offices, project sites as well as contractors/implementing partners, with support and guidance from the project team.
In close collaboration with the Head of Programmes and advice from relevant regional advisors, assist with the completion of implementing partner PSEA assessments in the UN Partner Portal, and enact the establishment of a system to evaluate implementing partner/contractor interactions with beneficiaries and their capability to implement PSEAH measures.
Establish regular communication channels with HSSE and project teams, in order to receive guidance and feedback from all the relevant stakeholders.
Provide the technical guidance to the set up and management of a Grievance Redressal Mechanism and ensure PSEAH reporting modalities and included, sensitized and managed in all new projects, as appropriate, while taking into consideration confidentiality criteria.
Act as Focal Point for receiving complaints in close collaboration with PSEAH Focal Points.
In collaboration with relevant stakeholders, develop a services list for survivor services, and make referrals as needed. Support victims as needed.
Identify best practices in PSEAH and facilitate the knowledge sharing at programme/office/regional level.
Support PSEAH Focal Points in country to train the UNOPS contractor/implementing partner staff , national and international UNOPS personnel and raise awareness of end beneficiaries (communities) on PSEAH, upon request.
Develop and conduct trainings for UNOPS and contractor/implementing partner staff on PSEAH including appropriate conduct and mandatory reporting obligations, with support and guidance from HQ and Supervisor.
Provide regular updates to the Management Team about GESI and PSEAH initiatives in the country, new regulations and initiatives, areas of potential collaboration with other UN agencies and for improvement within the multi-country office.

Grievance Redressal Mechanism (GRM) Management

With technical assistance from UNOPS global expertise, set up and manage UAMCO GRM, and ensure PSEAH reporting modalities and included, sensitized and managed in all new projects, as appropriate, while taking into consideration confidentiality criteria.
On a regular basis update UAMCO senior leadership on progress of the GRM and recommend further resource requirements as and when required.
Act as Focal Point for receiving complaints in close collaboration with PSEAH Focal Points.
In collaboration with relevant stakeholders, develop a services list for survivor services, and make referrals as needed. Support victims as needed.

Education/Experience/Language requirements

Education:

Master’s degree with 2 years of relevant experience preferably in social work, social sciences, gender, international development, public management and administration or other relevant related field, OR
Bachelor’s degree with 4 years of relevant experience preferably in social work, social sciences, gender, international development, public management and administration or other relevant related fields is required

Experience:

Minimum two years of experience in any of the following areas (including a combination): prevention of sexual exploitation and abuse, gender, gender-based violence, sexual harassment, protection or workplace conduct is required.
At least 1 year of experience in developing and facilitating training and capacity-building activities is required.
At least 1 year of familiarity with data protection and confidentiality measures is required.
Understanding of the humanitarian sector is an advantage.
Strong quantitative and qualitative data analysis skills are an advantage.
Previous involvement with and knowledge of the UN system would be an advantage.
Previous involvement with and/or experience working with government, international Non-Governmental Organizations and Local Civil Society Organizations in Ukraine is an advantage.
