Resident Expert Team Leader

EUROPEAN PROFILES S.A. (GR) is looking for experts for the implementation of the following Framework Contract: Expertise in supporting the Administration Support program, under the Framework Contract "SEA 2023 - Lot 9: Democracy, Human Rights, Rule of law, Gender Equality and Human Rights Based approach"

Services Location: Algeria

Start date: September 9, 2025

Duration: 36 months

General objective

The general objective is to support the strengthening of the capacities and expertise of Algerian administrations and public institutions within the framework of the partnership between the European Union and the Democratic and Popular Republic of Algeria.

Specific objective

Implement technical support in private expertise identified within the framework of the EU-Algeria partnership.

Expertise

For this mission, an individual expert must be proposed for each position.

The expertise required for the implementation of the specific market is detailed below.

Resident Expert Team Leader (660 w/d):

General description of the position:

• Coordinate the activities covered by this contract and provide the ongoing support necessary for the smooth running of the program and to support the beneficiary administrations

Category of expert:

• Place of Execution - Cat. I (>12 years of experience)

Qualifications and skills:

• Minimum requirement: Holder of a higher education diploma at Master's level (BAC+4) in political science, economics, management or comparable fields.

General professional experience:

• Minimum requirement: 12 years of professional experience in the management of development cooperation projects.

Specific professional experience:

• Minimum requirement: 5 years of professional experience in the management of development cooperation projects in the sectors of good governance or institutional strengthening. And
• Minimum requirement: 4 years of professional experience as a team leader coordinator/head of mission in the last 10 years. And
• Asset: having had at least one professional experience in the management and/or monitoring of European Union twinning projects. and
• Advantage: knowledge of the Algerian language and culture

Language skills:

• Minimum requirement: Level B2 of spoken and written French;

Number of working days:

• 660 days

Additional information:

• Coordinate the activities mobilized within the framework of the program and ensure consistency in the implementation of the planned activities.
