Purpose of the role

The Country Director (CD) Philippines is responsible for the overall management of the country office operations and implementation of all programmes and projects approved by Terre des Hommes Netherlands. It is a strategic role that drives organizational strategy and impact in the context of the Philippines & is an integral part of the regional leadership team. TdH NL is currently preparing for a restructuring process concerning its future country level operations in several locations. This could lead to changes in its existing legal status in the Philippines, as the office will increasingly be working through strategic partnerships with national organisations. As this process is still emerging within TdH NL, a certain degree of change management will accompany this role in the coming months to facilitate such a staged transition of the country office in due course.

Position in the organization

The Country Director will lead the country teams in the Philippines and receive direct leadership and supervision from the Head of Asia Region, to whom s/he will report.

Result areas and core activities

Your job is to lead the country office operations and team in accordance with organizational values and principles. To do this you will:

  1. Building an efficient operational system of Terre des Hommes Netherlands in Philippines

1.1 Build an enabling HR system and culture in Philippines country office

  • Implement and fully embed the Performance Management system of Terre des Hommes Netherlands in Philippines
  • Put in place the operational manuals and SOPs on finance, HR and project operations.
  • On time recruitment and ensure all the staff are in place with a clear workflow.
  • Enable an effective HR system by responding to staff queries and feedback on their roles and responsibilities.
  • Formalise capacity building plan and enhance the capacity of the staff team in line with TdH-NL objectives
  • Regular meetings and feedback on the staff work performance and ensure timely deliverables.
  • Documenting the best practises and workflow of the team as per the developed SOP

1.2 Execution and delivery of all planned project targets with Quality and Impact

  • Implementation of all approved projects on time, on the scope and budget, and produce quality results.
  • Partnership management that include signing contracts with the TdH NL Head office, Donor agencies and the local partners, consultants and third parties
  • Signing of child safeguarding and CoC documents and all other relevant Annexes as per TdH NL policy.
  • Implementation of organisational M & E policy for all programmes and projects.
  • Preparation and submission of project narratives, RFW, and budget to the TdH NL HO for approval.
  • Ensuring PCAT for all partners, baseline mid- and end-line evaluations and other studies.
  • Coordination with all project partners and stakeholders, media and policymakers.

1.3 Improving management information and processes (reporting, analysis and systems to track results, impact and financial performance).

  • Ensure submitting monthly (financial) and quarterly reports including CCI and field visit reports for all projects based on organisational policies including uploading in TdH NL online reporting system.
  • Ensure submission of audit reports to the Government, TdH-NL head office and external donors.
  • Ensure the statutory compliances of TdH-NL affiliate organisations in Philippines including law labours, income tax, home ministry requirements

2. Building sustainable Impact of Terre des Hommes Netherlands in Philippines

2.1 Developing country team capacity with strong internal and external cooperation and coordination.

  • Strengthen the existing M&E system in all the existing and new programmes
  • Capacitate the staff on PRIMAS, Sales Force and other M&E applications relevant to the project management
  • On time reviews and evaluations to increase in depth scale up of the projects
  • Document lessons and experience for M&E to improve the standard of the programmes.
  • Enhance the capacity of the staff team on developing and rolling out of the strong M&E system
  • Ensure the Country Annual Planning for the year is fully implemented with quality involvement of country team

2.2 Improve and roll out a fundraising approach in accordance with the new TdH Strategy, economies, recent trends and rapid technological and social changes

  • Develop fundraising plan including recent trends, technology, social changes and TdH-NL new strategies in the context of Philippines
  • Scope more resource mobilization opportunities and include such as experts/associates along with the staff team on fundraising actions.
  • Strengthen the contact with various partners & donors and promoting TdH work in Philippines with the children
  • Building the staff & team by capacitating and mentoring them on fundraising strategies
  • Continuously engage with the (potential) donors for fundraising for TdH projects
  • Ensure development & supply of necessary products for fundraising

3. Claiming Terre des Hommes Netherlands in Philippines as an expert

3.1 Improving positioning of Terre des Hommes in Philippines as expert organization in the field of child protection

  • Active participation in leading networks and contribute in developing impactful interventions
  • Build linkage with national, regional and global networks relevant to stop child exploitation.
  • Join as member or lead national, regional bodies responsible for ending violence against children

3.2 Improving visibility of Terre des Hommes Netherlands in Philippines on Lobby and Advocacy

  • Join/lead advocacy forums for improving policy framework of the country in safeguarding children from violence and exploitation
  • Disseminate signature advocacy projects of Terre des Hommes Netherlands among NGOs and INGOS for scaling up the proved and successful intervention.

The requirements

Knowledge and experience

The ideal candidate will possess in-depth knowledge & understanding of systems pertaining to the child protection ecosystem in the context of the Philippines. Prior working experience with Government, INGOs, UN agencies is highly valuable. Multi-country regional experience is a plus.

More specifically:

  • Advanced level knowledge of development sector with minimum Masters degree in academic qualification
  • Minimum ten years of relevant work experience in a strategic leadership role
  • Essential: Project management cycle, financial management expertise & proven track record of leading diverse teams
  • Preferred: Multi-country experience of implementing child protection programs, advanced level expertise in one of the three thematic program areas of sexual exploitation of children, child labour or humanitarian action
  • Highlight Transferable Skills: Focus on skills that can be transferred across roles and industries. This ensures that the description is applicable to both current employees looking to grow into the role and future candidates from diverse backgrounds.

Offer details The Philippines Office

  • A 2-year contract with the possibility of extension
  • The salary for this job is ₱ 220,300.00 and depending on experience per month based on a full time (40 hrs) contract.
  • We offer a 40 hours contract which in our organisation equals a full time workweek.
  • We work hybrid, so 40% office and 60% from home. Very flexible and with a positive effect on your work life balance;
  • 15 days of paid leave per year on a full time employment basis.
