Since 1997 we have worked in over 100 countries for clients such as US government agencies, bilateral donors, multilateral development banks, foundations, and nonprofits.

Proposal Objective:

SI is pursuing the anticipated five-year USAID/Egypt Evaluation Management Activity (EMA). The purpose of the Activity is to provide evaluation and learning support services for USAID/Egypt and implementing partners (IPs) staff. The activity will provide technical services for USAID/Egypt to conduct evaluations. While implementing services under the contract, the Mission will adopt best practices to ensure that evaluations are focused, and staff are able to use and learn from evaluation findings.

Position Summary:

SI seeks a full-time COP to assist USAID/Egypt to provide overall leadership of this USAID/Egypt Evaluation Management Activity, including overall activity management and overseeing technical operations and support.

This will be a full-time position for the anticipated period of performance, contingent upon contract award. Anticipated award is September/October 2025.

Responsibilities:

  • Serve as the main point of contact between Social Impact, USAID, Government of Egypt officials, and related partners. Maintain strong client relations.
  • Develop and oversee contract work plans and budgets based on expected contract outputs and results using an adaptive management approach. This includes working collaboratively with USAID to ensure a feasible and high quality approach to all evaluation tasks assigned under the Activity.
  • Provide overall workflow management and responsibility for all data collection, monitoring and evaluation, report generation, learning and dissemination activities, and related tasks.
  • Ensure quality control and the overall responsiveness of evaluation technical assistance provided under the contract, including necessary adjustments to operations to fit the requirements of USAID and working environment in Egypt.
  • Identify issues and risks related to contract management in a timely manner.
  • Oversee technical and administrative staff and maintain responsibility for overall staff performance.
  • Manage the activity’s financial resources in accordance with the budget as well as USAID's policies and regulations.

Qualifications:

  • Minimum of a Master's degree in public administration, business, evaluation, economics, or other relevant subject.
  • A minimum of 10 years of demonstrated relevant project management experience in developing countries of similar context to Egypt. Experience in Egypt is highly desirable.
  • Prior experience serving as COP on similar monitoring, evaluation, and learning (MEL) platform contracts for USAID.
  • Demonstrated experience in evaluation methodology, statistical analysis, and/or data collection and analysis, and familiarity with data collection in challenging environment.
  • Demonstrated experience in experimental design is highly desirable.
  • Demonstrated ability to produce and edit reports and technical documents, and the ability to convey data and findings in a concise, accessible, and visually compelling manner.
  • Exceptional interpersonal and oral communications and presentation skills.
  • Experience building organizational capacity in monitoring and evaluation, dissemination and learning and/or training individuals in monitoring and evaluation.
  • Demonstrated experience in managing activity teams that have diverse backgrounds and skills.
  • Demonstrated ability to assemble, quickly and effectively, and to manage a highly skilled, interdisciplinary team.
  • Full professional proficiency in spoken and written English. Additional fluency or proficiency in Arabic strongly preferred.
  • Experience working with a diverse group of stakeholders, including donor/development organizations, government officials, civil society leaders, community leaders, and project beneficiaries.
