Oxford Policy Management (OPM) is currently seeking Digital Transformation Experts to form part of a Roster of Experts. This is a contract with fully remote working arrangements.  

Position Summary

This role is vital to our growing portfolio of digital transformation projects, with a particular focus on digital social protection initiatives. You'll work closely with key partners including GIZ (German Agency for International Cooperation) and various UN agencies. Our current project landscape demonstrates a significant and growing demand for expertise in digital social protection, digital transformation, and data governance. Your work will directly contribute to enhancing the efficiency, inclusivity and transparency of government service delivery systems globally. 

We are looking for candidates with varied background, combining an in-depth knowledge of information technology, public policy, business administration, international development and/or digital transformation.

General skills:

  • Technical expertise in international development and partnership building 
  • Strong commitment to working with diverse teams and cultures 

Technical qualifications: 

  • Professional experience in one or more of the following sectors: digital social protection, public policy, business administration, digital health, data governance, informatics, computer science, information technology or digital transformation  
  • at least 2 years of experience in working with government stakeholders in designing digital strategies, policies or plans  
  • at least 2 years of experience in working with data systems in various social protection programmes, focusing on interoperability, data governance and the use of data for decision making 

Relevant experience in one or more of the following areas is desired: 

  • Digital public infrastructure 
  • Digital payment systems 
  • Digital IDs 
  • Civil registration and vital statistics (CRVS) 
  • Management Information Systems  
  • Social Registries / Beneficiary Registries 
  • Data Governance  
  • Interoperability 
  • Digital literacy and digital inclusion 
  • Digitalisation project costing 
  • Cybersecurity
