Description

The Cadmus Group (Cadmus) is seeking a Deputy Chief of Party (DCOP) for the anticipated USAID-funded Maldives Public Financial Management Activity. This project has an expected period of performance of five years and seeks to strengthen Maldivian public financial management capacity.

Key activity themes may include:

(a) improving revenue generation and expenditure controls;

(b) supporting decentralization;

(c) assisting deployment of e-government systems; and

(d) building the capacity of civil service training institutions.

Position Summary

The DCOP will support the Chief of Party (COP) in day-to-day financial and administrative aspects of the project while ensuring compliance with USAID requirements and regulations and Cadmus policies and procedures. In addition, the DCOP will be responsible for design and management of work plan activities, consultant scopes of work, and other technical deliverables; reporting efforts related to these activities (including inputs for annual work plans); and reporting on performance targets and results as defined in the Monitoring Evaluation and Learning (MEL) plan.

Qualifications:

  • Bachelor’s degree in relevant field; master’s degree preferred.
  • A minimum of 10 years of experience in one or more of the following areas: domestic revenue mobilization, public financial management, de-centralization, expenditure control, economic policy reform, state-owned enterprise reform, fiscal decentralization, gender equality and social inclusion, e-government solutions, civil and foreign service capacity strengthening.
  • A minimum of 8 years of management experience.
  • Experience working on projects or programs funded by USAID or other international development assistance organizations in the Maldives or South Asia.
  • Prior experience serving as a USAID DCOP or Acting DCOP preferred.
  • Excellent oral and written communication skills in English and Dhivehi.

This position will be based full-time in The Maldives. Maldivian citizens are strongly encouraged to apply.
