In October 2024, GGGI launched the Carbon Transaction Facility, a first-of-its-kind facility which offers a comprehensive solution to scaling up international carbon trading under Article 6 of the Paris Agreement. Through the CTF, GGGI will extend its Article 6 activities through a collection of single and multi-donor funds aimed at increasing host country readiness and facilitating transactions of Internationally Transferred Mitigation Outcomes (ITMOs). The CTF aims to catalyze up to USD 500 million solely for ITMOs purchasing by 2030.
The multi-donor fund, named the Article 6 Readiness Facility, will mobilize up to USD 50 million for readiness support activities to GGGI Member States and Partner Countries. The readiness component will allow GGGI to more than double the scale of its support for capacity building, technical assistance, institutional strengthening and international knowledge exchange activities in its Member States and partner counties. At the same time a pipeline of potential mitigation activities for trading will also be developed.
As part of this groundbreaking initiative, the Article 6 Readiness Facility Committee has already approved four readiness projects, covering activities in Rwanda, Sri Lanka, Paraguay and Jordan that will start in 2025. As part of the Jordan readiness project, GGGI will work closely with the Government of Jordan to accelerate the operationalization of the country’s Carbon Market Framework.
Under a separate trust fund – the Norwegian Article 6 Climate Action (NACA) Fund – GGGI will identify and design, in close coordination with the Jordanian Government and other relevant local actors, a potential Article 6 program in the waste sector.
POSITION SUMMARY
The Carbon Pricing Senior Officer will be based in Amman, Jordan and will lead the implementation of the Jordan Readiness project activities as well as support the identification and design of a cooperative approach between Jordan and Norway. The successful candidate will report to the GGGI Jordan Country Representative, with a secondary reporting line to the Readiness Facility Manager.
The Carbon Pricing Senior Officer will be the recognized focal point for GGGI’s Article 6 projects in Jordan and will have overall responsibility for timely and high-quality project delivery. The position-holder will provide day-to-day technical and strategic guidance and management, as well as liaise externally to ensure impactful delivery of the project and its outputs, with the support of a national scale senior associate.
Experience in international carbon markets is strongly preferable, as the position-holder will be required to quickly absorb and apply sufficient technical knowledge on Article 6 concepts, requirements, frameworks and approaches to the local context in Jordan.
PURPOSE
Lead the implementation of the GGGI Jordan carbon activities in close coordination with the Country Team (based in Amman), the Carbon Pricing Unit (based in Seoul) and relevant government and private sector project stakeholders.
· Supervise and manage a national scale carbon senior associate, as well as ad hoc consultants, and implementation partners.
· Maintain high-quality project management, and ensure effective, timely and efficient delivery of project results and activities in the field.
· Provide high-quality technical inputs and advisory on issues related to Article 6 readiness and the scoping and preparation of possible mitigation activities in Jordan.
ENGAGEMENT
Work closely with GGGI Carbon Pricing Unit and GGGI Jordan to understand the local context, including GGGI's role in Jordan; to ensure timely and high-quality delivery of the project; and to develop technical knowledge of Article 6 requirements, frameworks and approaches.
Develop and foster strong relationships with key government stakeholders, leading the day-to-day communication with the Ministry of Environment and other key stakeholders in Jordan.
Work closely with government partners and private sector in implementing the project, recognizing the importance of government buy-in and ownership.
Coordinate with other development finance institutions and partners supporting engagement with international carbon markets in Jordan and ensure visibility of the Jordan Article 6 Readiness Project and Jordan’s cooperation with the NACA Fund.
Maintain active flexibility through professional relations with key stakeholders to capture and integrate their changing needs and manage expectations.
DELIVERY
Deliver high quality project outputs on time and within budget that meet program objectives, donor requirements and government requirements.
Quickly absorb and apply sufficient technical knowledge on Article 6 concepts, requirements, frameworks and approaches.
Ensure quality monitoring and evaluation, timely submission of donor reports and deliverables, regularly evaluate project results, and guide project implementation to achieve maximum impact.
Assess effectiveness of project activities and recommmend improvements to meet key milestones for the program.
Ensure that experiences and best practices are documented and shared across relevant sectors in Jordan and GGGI.
Plan and co-deliver capacity building events that introduce key Article 6 concepts and options to key government and other stakeholders.
Lead the design of governance frameworks in Jordan that meet Article 6 requirements and are relevant to the Jordann institutional context.
Lead the identification of priority sectors and mitigation activities for Article 6, in collaboration with the Government of Jordan and private sector.
Develop Mitigation Activity Idea Notes (MAINs) for up to 3 mitigation activities.
Provide support to the implementation of Jordan’s cooperation with the NACA Fund
Support bilateral engagement between Government of Jordan and the Norwegian Government, as well as other potential countries and cooperation partners.
Support the process of facilitating key agreements between government, private sector and other international partners.
Lead the planning and facilitation of key project workshops and meetings with key stakeholders in Jordan.
Plan and organize the work of consultants under the project to ensure high quality and timely
delivery of the outputs.
Clear and timely reporting on project delivery as required by the Article 6 Readiness Facility Committee.
REQUIREMENTS
QUALIFICATIONS
A master's degree in a relevant area, such as Economics, Finance, Business Administration, Environmental Engineering, or other related disciplines.
At least 8 years of experience in climate finance, green investment, or other relevant fields.
At least two (2) years of professional working experience, outside of home country.
A proven track in successfully managing projects linked to climate action and finance.
Understanding of and experience in international carbon markets, the Clean Development Mechanism, and/or Article 6 is a strong advantage.
Experience in day-to-day engagement with government ministries and agencies, ideally in developing countries.
Experience in close engagement with the private sector is a strong advantage.
Experience in organizing consultations, validation meetings, workshops and capacity building events.
Track record of managing junior staff is a strong advantage
Experience working in developing countries, with experience Jordan or other countries in the Middle East and North Africa (MENA) region is an advantage.
An excellent command of spoken and written English is required; professional fluency in Arabic is an advantage.

WORKING CONDITIONS
The Senior Officer is an X9 grade level in GGGI's international salary scale,The salary range for the position starts at USD 77,904 per annum depending on qualifications and experience. GGGI provides 15% of base salary towards retirement plan/long-term savings, 27 days of annual leave, and private health insurance that covers dental and vision.
