Introduction : International Advisory, Products and Systems Ltd. (i-APS) is a U.S. woman-owned and managed consulting firm. We provide third-party monitoring (TPM), monitoring and evaluation (M&E), capacity building and knowledge management around the world. i-APS holds a global agreement with the World Food Programme (WFP) for decentralized evaluations. To date, we have successfully conducted WFP Program evaluations in five diverse countries.

Presently, i-APS is poised to undertake the competitive bidding process for WFP Moldova, title   Evaluation of WFP’s Cash Based Transfers and Social Protection Activities in Transitioning Emergency Assistance to National Systems and Preparing for a Responsible Exit in Moldova (March 2022-May 2025).

Positions description

 i-APS is actively seeking to assemble a highly capable team comprising: Team Leader, two senior evaluators (technical expert) and a case study consultant. This is a short-term opportunity scheduled from May 2025/October 2025

 

EVALUATION TEAM LEADER

Minimum qualification requirements

Education: Candidates must hold both a Master's degree and a university degree in Environment, Political Science, Economics, International Development, or a related field.

Minimum Experience:

·       Proven history of leading evaluation (Team leader) – (minimum of 5 program evaluations) in Moldova for evaluations of direct assistance and technical assistance to government for social protection work in emergencies capacity strengthening and refugee operations

·       Demonstrated expertise in leading program evaluations within World Food Programme (WFP) and/or other UN Agencies

·       Technical proficiency in one of the following areas is required: social protection and cash-based transfer, capacity strengthening, refugee operations, and the HDP nexus sector

·       Proficiency in both quantitative and qualitative data analysis, collection, and reporting is mandatory.

·       Language Skills: Candidates must possess advanced proficiency in both oral and written English communication.

Key Responsibilities: Acting as the primary liaison with WFP evaluation counterparts, oversight to the evaluation team and steering the development of key contract deliverables, including the Inception report, methodology and tools, and final report and ensuring the supervision and quality assurance of primary data collection and analysis.

 

SENIOR EVALUATORS – TWO POSITIONS

Minimum qualification requirements

Education: Candidates are required to hold a Master's degree and/or a university degree in Political Science, Sociology, Economics, International Development, or a related field.

Minimum experience:

·         Proven history in conducting program evaluations within the UN system, preferably with the World Food Programme (WFP) in Moldova

·         Technical proficiency in one of the following areas is required: Social protection, capacity strengthening and refugee response

·         Language Skills: Candidates must possess advanced proficiency in both oral and written English communication and Romanian/Russian language.

Key Responsibilities: Contributing to the development of contract deliverables: Inception report, methodology and tools and final report related to the sector of expertise and responsible of data collection and analysis under the team leader supervision.

 

CONSULTANT - Country case study

Minimum qualification requirements

Education: Post graduate qualifications in social policy, economics / development or related fields

Minimum experience:

·         At least 6 years of professional experience in working on projects/ programmes related to social protection and research

  • Preferable Experience in conducting program evaluations with the UN.
  • Proficiency in quantitative and qualitative data analysis, collection, and reporting.
  • Knowledge of the Moldovan social protection context an advantage

·         Language Skills: Candidates must possess advanced proficiency in both oral and written English communication and Romanian/Russian language.

Key Responsibility: Contributing to the development of Country case study including data collection and analysis.
