Law Enforcement Expert

For our ongoing project in Jordan, we are looking for a Non-Key Expert for Expansion of Correction and Rehabilitation Centers and Treatment Facilities; provision of Technical Assistance for Public Security Directorate in Jordan to conduct:

• a mapping of the existing structures that treat and rehabilitate drug-addicts including a description of the available treatment including, the number of treated addicts and the success of these treatments on drug addiction and rehabilitation
• an analysis of the grounds for expanding the existing network of facilities to other Governorates of Jordan based on publicly available drug consumption data
• Provide recommandations on possible EU support modalities
• a need assessment of the PSD including CID and Special Branch in line with the PSD strategy 2024-2028

Law Enforcement Expert:

Qualifications and skills

• A university degree with at least four years of university education or equivalent in military or police university studies. In the absence of it, an additional 4 years of experience to the general professional experience is required

General Proffesional Experience

• At least 4 years' experience at/with law enforcement or government institutions/bodies, and similar related fields.
• Previous experience with EU Projects and EU aid delivery methods in similar assignments
• Experience in the Middle East context is a strong asset.

Specific Proffesional Experience

• Proven experience in working with the PSD and knowledge about its structure and mandate.
• Demonstrated ability to deliver results in limited time is required.
• Demonstrated ability to work at strategic as well as programmatic level is an asset.
• EU Aid delivery PCM (Project Cycle management) knowledge and expertise  
• Previous experience with preparation of Feasibility Study, Needs assessment, EU Program / Project Proposals (action Document) is desirable.
• Evaluation and monitoring of EU Projects and Programmes is an advantage
• Fluency in English language is a must, Arabic language is an asset
