Background

SLM is preparing a proposal in response to The Global Fund’s Request for Proposals for LFA services in Myanmar. This role entails independent verification of grant performance, financial management, and health product supply chains under challenging conditions, including post-disaster recovery and systemic disruptions.

Position Summary

The Senior Procurement and Supply Management Expert leads the assessment of all aspects of the procurement and supply chain management system for health products. This role ensures that pharmaceuticals and other health commodities are procured efficiently, stored correctly, and distributed effectively to the point of service, in compliance with Global Fund policies and international standards.

Key Responsibilities

1. Lead assessments of the entire health product supply chain, including quantification, procurement, warehousing, distribution, and Logistics Management Information Systems (LMIS).
2. Conduct Supply Chain Spot Checks, Stock Verification, and reviews of the PR's Health Product Management Template.
3. Review and assess the effectiveness of the logistics system and LMIS, and submit practical recommendations to strengthen grant implementation.
4. Analyze procurement processes for efficiency, transparency, and value for money.
5. Assess risks related to stock-outs, expiries, and diversion of health products.

Minimum Qualifications and Experience

1. An advanced degree in Pharmacy, Supply Chain Management, Logistics, or Public Health.
2. At least 8-10 years of extensive senior-level experience in managing or overseeing the supply chain for health products (pharmaceuticals and diagnostics) in resource-limited settings.
3. Deep knowledge of PSM systems, including quantification, procurement, LMIS, and quality assurance.
4. Familiarity with Global Fund PSM policies, including the Pooled Procurement Mechanism (PPM).
5. Prior experience with the Global Fund is strongly preferred.
6. Fluency in English is mandatory.
7. Preferably based in the Southern and Southeast Asia region with the ability to travel to Myanmar as needed.
