Acted PSEAH Policy:

The GIS/RS Officer has the responsibility to adhere to the PSEAH Policy (Protection against Sexual Exploitation, Abuse and Harassment). GIS/RS Officer has the obligation to complete all mandatory trainings related to the Code of Conduct and the PSEA policy and report any safeguarding concern such as breaches of organisational policies or codes of conduct according to Acted’s procedures. GIS/RS Officer carries out work duties in a way that does not harm children, vulnerable adults or other staff or volunteers.

JOB PURPOSE

REACH is seeking a highly motivated candidate with a strong technical background and proven experience in the GIS, Cartography, and Remote Sensing fields. The successful candidate will have hands‑on experience in analyzing satellite imagery with varying spatial and spectral resolutions, a solid understanding of cartographic design principles, and the ability to present spatial analysis results through both static and interactive mapping products.

OBJECTIVES

Under the supervision of the GIS Manager, and with technical guidance from the HQ Remote Sensing Specialist, the GIS/RS Officer will:

  • Conduct geospatial analysis and produce mapping outputs to support humanitarian needs assessments and research products for Syria.
  • Apply Geographic Information Systems (GIS) methods throughout project lifecycles, including research design, development of data collection tools, and assurance of spatial data quality.
  • Draft and produce high‑quality maps, web maps, and other information management products.
  • Contribute to the design and maintenance of information management systems to ensure accurate and timely geospatial data handling.
  • Support assessment planning and coordination with Senior Assessment Officers to ensure alignment with research objectives.

Follow REACH’s research cycle and organizational guidelines.

Duties and Responsibilit

The GIS and Remote Sensing Officer responsibilities include the following:

1. Data management, cleaning and analysis

  • Ensure that all data and spatial analyses are reviewed and validated by IMPACT HQ prior to the product drafting stage.
  • Guarantee the accuracy and quality of all technical information provided, while safeguarding the confidentiality and protection of collected data.
  • Develop and maintain country‑level databases to consolidate all assessment‑related and GIS datasets within the country.

2. GIS and Remote Sensing research implementation

GIS Responsibilities

  • Perform spatial analysis on assigned datasets to support research and assessments.
  • Prepare visual outputs, including printed maps and interactive online products.
  • Ensure the production of timely and accurate GIS outputs that fully comply with IMPACT’s standards and guidelines.
  • Identify opportunities to integrate additional GIS analyses within existing research cycles.
  • Automate workflows to streamline the integration of spatial analyses and cartographic outputs.
  • Ensure accurate linkage and consistency between spatial databases and assessment data.
  • Produce GIS products that meet the quality standards and requirements of IMPACT and partner organizations.
  • Maintain regular communication with IMPACT HQ regarding progress, challenges, and deadlines for GIS deliverables.

Remote Sensing (RS) Responsibilities

  • Design and implement satellite-based modeling techniques (e.g., natural hazard susceptibility) using tools such as Google Earth Engine to highlight hazards and risks.
  • Conduct satellite-based analyses including rapid damage assessments, change detection, impact mapping, and time-series analysis, utilizing various sensors.
  • Ensure all collected data is accurately geo-referenced to support the production of maps and related spatial products.
  • Carry out remote sensing tasks including night light analysis, shelter counts, camp profiling, damage assessments, and climate indicator monitoring.

3.research planning

  • Contribute to the drafting of assessment ToRs, with a particular focus on the analysis plan, mapping components, and data management strategy.
  • Develop geospatial analyses of assessment areas to inform daily assessment planning, field movement plans, and the production of operational maps for field teams

4.Data confidentiality and protection

The GIS/RS Officer will maintain the strictest confidentiality on all data collected and related processes, ensuring full compliance with IMPACT’s data protection policy and SOPs. He/she will actively take measures to prevent the unauthorized sharing of any information and data belonging to IMPACT and its partners or collected during his/her assignment with Acted/REACH.

Key Performance Indicators (KPIs)

Key Performance Indicators are measurable values used to assess how effectively the role contributes to achieving mission and organizational objectives. For this position, KPIs will focus on both the quality and innovation of GIS deliverables. Examples include:

  • % of GIS products successfully validated by HQ.
  • Number of new GIS products shared with partners or published.
  • Number of new GIS initiatives or ideas successfully implemented within the mission.

In addition to KPIs, staff performance is also guided by competencies, the knowledge, skills, and behaviours that lead to successful performance

At IMPACT, two types of competencies are considered:

  • Core Competencies: shared behaviors and values that define how we work together and reflect our organizational culture.
  • Technical Competencies: specific skills and knowledge required for success in this role, tailored to the responsibilities.
  • Language skills: Fluency in English (both written and spoken) is required.

QUALIFICATIONS

  • Professional Experience: At least 5 years of relevant work experience, preferably in the humanitarian field.
  • Research and Analysis Skills: Proven expertise in geospatial information management and analysis, with strong spatial analysis capabilities.
  • Technical Proficiency:
    • Advanced knowledge of the ESRI software suite (ArcGIS Pro, ArcMap, ArcGIS Online) and other mapping platforms such as QGIS.
    • Good working knowledge of Google Earth Engine.
    • Strong skills in Microsoft Office, particularly Excel
    • Familiarity with R, STATA, Python, or other statistical software is an advantage.
    • Knowledge of Adobe Suite (especially InDesign and Illustrator) is an asset.
  • Remote Sensing Tools: Solid understanding of tools such as ESA SNAP and GRASS.
  • Communication Skills: Excellent verbal and written communication, with proven ability to draft clear and effective reports.

Education: A university degree in Geographic Information Systems (GIS), Geography, Data Management, or a closely related field, with advanced knowledge in GIS.
