Project: Building an Inclusive and Competitive Blue Economy in The Bahamas
Funded by the Inter-American Development Bank (IDB), this project will support the Government of The Bahamas in strengthening its Blue Economy through the identification of high-potential clusters, MSME development, gender inclusion, research and innovation, and a national awareness campaign.
The consultancy will be implemented over nine months, combining applied research, institutional coordination, stakeholder engagement, and communication strategies that promote sustainable, inclusive growth.
PROFILES
Team Leader / Project Manager (Code TL)
Main Responsibilities:
- Provide overall coordination and leadership for all project components.
- Supervise and guide the work of all technical experts and consultants.
- Ensure timely delivery, quality control, and compliance with IDB procedures.
- Liaise with government counterparts, private sector, and development partners.
- Prepare progress reports and oversee communication with the IDB.
Minimum Requirements (as per REOI):
- Minimum of 10 years of experience in project management and coordination of multi-component assignments.
- Strong background in economic development, preferably with experience in the Blue Economy or MSME development.
- Proven experience managing diverse stakeholder groups and leading interdisciplinary teams.
- Excellent communication, reporting, and client engagement skills.
- Proficiency in English (spoken and written).

Blue Economy Sector Specialist (Code KE 2)
Main Responsibilities:
- Conduct sectoral assessments and identify opportunities for Blue Economy growth.
- Map and analyze value chains and potential clusters.
- Provide technical input for R&D, investment planning, and innovation agendas.
- Coordinate with local stakeholders to align activities with national priorities.
- Contribute to policy and knowledge products on sustainable marine development.
Minimum Requirements (as per REOI):
- At least 7 years of experience in marine or coastal economic sectors (e.g. fisheries, aquaculture, marine tourism, blue biotechnology).
- Experience conducting R&D or sectoral assessments and cluster mapping.
- Understanding of regional Blue Economy frameworks and value chain analysis.
- Proficiency in English (spoken and written).
- Excellent communication and interpersonal skills.
- Ability to work collaboratively within multidisciplinary and multicultural teams.
MSME / Entrepreneurship Expert (Code KE 3)
Main Responsibilities:
- Develop and implement strategies to strengthen MSME participation in Blue Economy sectors.
- Facilitate export readiness training and entrepreneurship development activities.
- Support innovation and local enterprise creation within targeted clusters.
- Provide capacity-building support for MSMEs and business support institutions.
- Advise on sustainable business models and market linkages.
Minimum Requirements (as per REOI):
- Minimum of 5 years of experience supporting entrepreneurship, MSME cluster development, or innovation ecosystems.
- Familiarity with capacity-building and training methodologies tailored to small businesses.
- Experience working with export readiness programs is desirable.
- Proficiency in English (spoken and written).

- Ability to work collaboratively within multidisciplinary and multicultural teams.
Gender and Social Inclusion Specialist (Code KE 4)
Main Responsibilities:
- Conduct a gender assessment within Blue Economy sectors and identify barriers to participation.
- Design and implement gender equality and inclusion strategies.
- Provide technical guidance to ensure gender is mainstreamed throughout all project activities.
- Facilitate stakeholder consultations and training with women’s groups and community organizations.
- Develop actionable recommendations to foster inclusion across value chains.
Minimum Requirements (as per REOI):
- At least 5 years of experience conducting gender assessments and designing inclusion strategies in economic development programs.
- Knowledge of gender dynamics in traditionally male-dominated sectors such as fisheries or maritime industries.
- Proven ability to translate assessment findings into actionable recommendations.

Communications and Outreach Specialist (Code KE 5)
Main Responsibilities:
- Design and execute a multi-format awareness campaign on Blue Economy opportunities.
- Develop content such as infographics, blogs, press releases, and reports.
- Manage communication across digital and traditional media platforms.
- Coordinate with stakeholders and institutions to ensure consistent messaging.
- Support the visibility and outreach of the project in alignment with IDB standards.
Minimum Requirements (as per REOI):
- At least 5 years of experience designing and executing multi-format awareness campaigns.
- Skills in content creation (e.g. infographics, blogs, reports) and stakeholder engagement through digital and traditional media.
- Experience tailoring messaging for economic and policy audiences.
