Citizenship/Location A Tanzanian citizen. This position is open to experienced candidates currently based in or willing to relocate to Dar es salaam at their own expense.
Language Requirements Fluency in spoken and written English and Swahili.

Project Description:
The Field Support Services Project (FSSP) in Tanzania is implemented by Alinea International with funding from Global Affairs Canada, delivers strategic technical and logistical support to enhance the impact of Canada’s development cooperation. Aligned with Tanzania’s priorities and Canada’s Feminist International Assistance Policy, FSSP strengthens programming across key sectors including environment and climate change, education, health, gender equality, communication, extractives, public finance, infrastructure, and M&E (Result-Based Management)
About the work
The Infrastructure Specialist will provide consultancy Services to the FSSP Tanzania. Specifically, the role holder responsibilities include but are not limited to:
- Supporting the analysis, planning, design, management, implementation, monitoring and coordination of Canada’s infrastructure programming and policy dialogue in Tanzania.
- Providing specialized technical guidance to Canada, the Government of Tanzania, and other partners to support the design and implementation of infrastructure policies and programs.
- Supporting performance management efforts, including contributing to the development of performance measurement frameworks, indicators, results-based management, and implementing lessons learned.
The Role
The Tasks for the Technical Specialist include, but are not limited to:
- Provide technical advice and analysis on Tanzania’s infrastructure sector. This includes monitoring trends, innovations, and implementation progress in infrastructure development (e.g., transport, energy, water, and social infrastructure); assessing the roles and capacities of key stakeholders; and identifying risks, gaps, and strategic opportunities for Canadian engagement.
- Prepare briefing notes and presentations for Global Affairs Canada with strategic analysis and recommendations on infrastructure-related government policies, programs, and sectoral developments, highlighting implications for Canada.
- Develop and maintain strong, collaborative relationships with government officials, development partners, civil society organizations (national, Canadian, and international), and other key stakeholders.
- Provide expert advice on the design, planning, and implementation of infrastructure components within projects, ensuring alignment with national and international standards and codes, quality assurance, and resolution of technical and operational issues—including risk analysis and the development of mitigation strategies addressing technical, financial, and environmental challenges.
- Review and analyze project documents, including studies, progress reports, and technical submissions, and provide clear, actionable comments, analytical summaries, and strategic recommendations to support evidence-based decision-making and effective planning.
- Provide technical support during the preparation and implementation of Project Steering Committee meetings, monitoring visits, audits and evaluations.
- Support preparations for events and meetings, including briefing materials and coordination with relevant partners.
- Perform other duties and activities, as requested.
Required Qualifications
- Advanced studies at the bachelors or master’s level in a relevant field, such as civil engineering, architecture, urban planning, infrastructure management, or environmental engineering.
- Fluency in spoken and written English and Swahili.
- A minimum of ten (10) years of cumulative, full-time, professional work experience in infrastructure development in Tanzania, such as engineering oversight, infrastructure planning, project management, construction supervision, contract administration, technical advisory services, feasibility assessments, and coordination with government, the private sector and development partners on infrastructure initiatives.
- A minimum of five (5) years of experience in planning, designing, managing, monitoring, or evaluating infrastructure projects.
- Demonstrated experience in providing advisory services in the following areas:
- Advising on infrastructure planning, policy development, and feasibility assessments in alignment with national priorities and sector strategies.
- Providing technical guidance on engineering design, construction supervision, contract administration, and integration of sustainability and resilience measures.
- Supporting coordination with government, private sector, and development partners on budgeting, implementation, and monitoring of infrastructure initiatives.
In addition to the key qualifications above, the incumbent is also expected to demonstrate skills and competencies below:
- Comprehensive knowledge of infrastructure that spans technical, regulatory, and local contexts, including engineering principles, construction methods and materials, building codes and standards, cost estimation, green infrastructure and environmental sustainability, as well as project design and planning.
- Strong research, analytical, and writing skills, with a strategic approach to synthesizing technical and contextual infrastructure information into actionable insights that inform infrastructure policy, planning, programming, and decision-making.
- Strong skills in leadership, teamwork, networking, coordination and intercultural communication.
- Ability to liaise effectively with stakeholders such as government officials, development partners, civil society organizations, and the private sector.
- Strong in-person and written communication and collaboration skills.
