Since 1995 we have been working for governments, development agencies, public institutions as well as for enterprises and organisations in the agriculture and food industry in more than 60 countries (see www.adtproject.de). Main clients are the German Ministry of Food and Agriculture (BMEL), EU EuropeAid and other EU programmes, GIZ, FAO, USAID, WB and other public donors as well as private organisations/companies.

We are currently looking for an Agriculture Cluster Development Expert  

Project objectives

Promotion of green territorial development and urban-rural linkages, whereby human settlements - aimag and soum centres become anchors of green agribusiness that promote sustainable, resilient, and high -carbon sequestration rangeland management. The project involves: 

1.     Development of a Market-Driven, Integrated, Cost-Efficient, and Climate-Resilient Livestock Supply Chain Organization

2.     Competitive, Low-Carbon, and Export-Oriented Value-Added Production, Agribusiness, and SME Development

3.     Sustainable and Climate-Resilient Rangeland and Animal Welfare Management.

4.     Strengthening Animal Health and Breeding Services for Enhanced Productivity

5.     Improving Irrigation Systems and Infrastructure to Enhance Livestock Forage Production.

 

The project is envisaged to start in April 2026 with expected duration ca. 4 years. The project is funded through a loan from the Asian Development Bank (ADB)

Qualifications:

 

  • Master’s degree in economics, agricultural economics, business management or related fields.
  • Minimum of 8 years of professional experience in the agriculture and agribusiness sectors.
  • Minimum of 3 years of project experience in agricultural development, Cluster, Trade and Regional Cooperation, and value chain approaches.
  • Demonstrated skills in planning and coordination activities.
  • Experience in ADB or other international donor projects is preferable.
  • Familiarity with the operational and reporting requirements of international donor funded projects.
  • Excellent English communication skills, including presentations and report writing.
  • Extensive hands-on experience in Mongolia’s rangeland and pastoral systems, with strong understanding of national policies, customary use rights, and institutional arrangements.

 Tasks:

1.     Cluster mapping based on in-depth analysis looking at existing problems, bottlenecks, development needs and perspectives.

2.     Collect relevant and existing data around clusters to evaluate the clusters’ potential, economic and social impacts.

3.     Identify potential entry points for investments and interventions to focus on to further advance the prioritized cluster initiatives.

4.     Develop a policy paper to guide the operationalization of the cluster-based approach.
