Mission

Geneva Call is a neutral and impartial non‑governmental organization dedicated to promoting respect by armed groups and transitional authorities for international humanitarian norms in armed conflict and other situations of violence, in particular those related to the protection of civilians. Geneva Call is headquartered in Geneva and works in 15 countries in South-East and Central Asia, Middle East, Africa, and Latin America.

Geneva Call has been working in Syria for over a decade. The fall of the Assad regime in December 2024 marks a transformative new chapter for the country. Looking to the future, Geneva Call is engaging with the transitional government and other key local actors, including civil society, to promote awareness of, and compliance with, humanitarian norms.

Role

The MEAL Officer is responsible for Monitoring, Evaluation, Accountability and Learning (MEAL) activities of the field programme. The MEAL Officer contributes to programme quality through strategic planning and implementation of MEAL processes to improve Geneva Call’s programme quality over the course of project implementation and to ensure and demonstrate a positive impact on the protection of civilians. The MEAL Officer assesses and measures the quality and accountability of Geneva Call’s engagement work, designs MEAL tools, and oversees data collection, analysis, reporting and follow‑up in collaboration with project teams.

Work Relations

The MEAL Officer reports to the Head of Programmes and works closely with programme teams, field officers, and external stakeholders. The role liaises with donor relations colleagues, MEAL counterparts and partner organisations to ensure alignment of MEAL practices and contributes to knowledge sharing and learning across the organisation.

Duties and Responsibilities

Monitoring and evaluation

  • Roll out and manage MEAL mechanisms and plans in accordance with Geneva Call’s commitments, ensuring quality data collection and analysis throughout the project cycle.
  • Conduct regular field monitoring of programme interventions and produce monitoring reports using standard formats; assist in developing, updating and reviewing data tracking tools to ensure data quality and compliance with donor and organisational standards.
  • Support the planning and implementation of baseline surveys, monitoring exercises and impact assessments, including the development of terms of reference for MEAL surveys and assessments.
  • Liaise with external research agencies to ensure assessments meet Geneva Call’s objectives and communicate closely with programme teams to share MEAL findings and identify areas for improvement.
  • Capture best practices and lessons learned, maintaining a database of learnings to support continuous programme improvement and adaptive programming.

Accountability and feedback mechanism

  • Establish, manage and strengthen accountability mechanisms for projects, including capacity building of partner organisations on accountability themes.
  • Establish and manage a suitable feedback mechanism that allows beneficiaries and communities to register complaints and provide feedback.

Reporting

  • Prepare regular internal and external reports on MEAL activities, accountability mechanisms and project indicators and outcomes.
  • Compile detailed monitoring reports, including key findings and recommendations, to inform programme performance and decision making.

Capacity building

  • Work with HR and programme leadership to develop and implement staff development plans focusing on MEAL competencies and capacity‑building needs.
  • Organise and conduct training sessions for staff to strengthen their understanding of MEAL processes, accountability mechanisms, data management and compliance with international humanitarian norms.
  • Build the capacity of partner organisations by identifying gaps in MEAL practices and providing targeted training to address these areas.

Data management

  • Collaborate with IT and field staff to store and manage data in shared systems, ensuring efficient access, confidentiality and security.
  • Establish and maintain a tracker to monitor programme activities, feedback and indicators, ensuring data integrity and timely reporting.

Requirements

Education (Essential)

  • Master’s degree in management sciences or a related field or comparable work experience in a relevant field

Education (Desirable)

  • Certification in MEAL.

Experience (Essential)

  • At least 4 years of experience in humanitarian, human rights or protection organisations working in conflict‑affected areas, including at least two years in a MEAL role.
  • Strong knowledge of data management and analysis tools, with proficiency in MS Office and data collection and analysis tools such as Kobo Toolbox.
  • Experience with accountability mechanisms and feedback systems.
  • Capacity for qualitative and quantitative data collection, in‑depth analysis, reporting and strong communication skills.
  • Familiarity with humanitarian affairs and frameworks, particularly humanitarian norms, with the ability to integrate them into MEAL processes.
  • Experience implementing MEAL processes in humanitarian contexts and ensuring compliance with international standards.

Experience (Desirable)

Experience with international organisations.
