KEY INFORMATION
Job Title: Investment Analyst (Capital Market)
Sector: Customs, Trade and Investment Climate
Position Type: Full-time
Duration/Level of Effort: Short-term
Position Location: Phnom Penh, Cambodia
Contractual arrangement: Eligible for Cambodian residents/citizens only

SUMMARY OF THE PROJECT
The CAPRED Facility is Australia's flagship bilateral economic development program in Cambodia, focusing on economic recovery and resilience until 2027, with a possible three-year extension. The Facility supports Cambodia in implementing a range of important economic reforms to support the country's economic transition. These interventions and reforms aim to encourage more productive and inclusive public and private investment, promoting a resilient, inclusive, and sustainable economy (RISE).

CAPRED interventions fall under three technical components including Agriculture and Agro-processing; Trade, Investment and Enterprise Development and Infrastructure Development; and three Cross-Cutting components: Gender Equality, Disability and Social Inclusion (GEDSI); Climate Resilient initiatives, and policy support.

A key challenge for Cambodia's economic development, especially as it prepares for LDC graduation, is mobilizing long-term financing for critical infrastructure. CAPRED aims to stimulate the capital market, build on recent regulatory improvements, and create a sustainable alternative financing channel for infrastructure projects in sectors like renewable energy, special economic zones, agro-processing, and water security.

To implement this initiative effectively, CAPRED requires a highly skilled Investment Analyst to manage its capital market portfolio. This portfolio focuses on capacity building for key government institutions, developing local bond guarantee services, and providing issuance support to build bond market momentum.

POSITION SUMMARY
The Investment Analyst will ensure the effective and successful delivery of CAPRED's capital market initiatives. The Analyst will serve as the central coordination point, providing technical expertise to potential issuers and working closely with government, local guarantors, and other stakeholders to contribute to the deepening of Cambodia's capital market.

ROLES AND RESPONSIBILITES

  • Act as the primary liaison between CAPRED and potential bond issuers, lead managers/underwriters, bond guarantors (e.g., CGCC, CGIF, GuarantCo), government entities (SERC, CSX), and other relevant stakeholders.
  • Perform detailed financial, technical, and commercial due diligence on relevant projects, supporting applicant companies and their proposed infrastructure projects.
  • Analyse the financial viability and creditworthiness of potential issuers and their projects.
  • Monitor the implementation and impact of CAPRED's initiatives.
  • Maintain the ability to perform detailed analysis while also providing a broader strategic perspective.
  • Promote innovative, practical solutions that align with stakeholder incentives.
  • Establish and maintain strong relationships with public, private, and development partners.
  • Negotiate, formalize, and manage partnerships to ensure effective delivery.
  • Navigate uncertain situations independently and collaborate effectively within a multidisciplinary team.

COMPLIANCE

  • Ensure stakeholders operate within Cowater and DFAT-related codes of conduct and policies, including all inclusion-related policies such as Child Protection and PSEAH, antifraud and corruption, value for money, and other policies.
  • Represent the domain or CAPRED in meetings or events with relevant stakeholders, as the Domain requires.
  • Collaborate with the Monitoring, Evaluation, Research, and Learning (MERL) team to assess the impact of the interventions and scale up successful initiatives.
  • Work with the communications team to develop communications content.
  • Ensure GEDSI principles are incorporated into intervention design and implementation.
  • Collaborate with other technical teams to build synergies and enhance intervention effectiveness.
  • Carry out other relevant tasks and activities as requested by the Domain management.
  • Commitment to championing environmental sustainability and climate action across the Facility

ESSENTIAL CRITERIA

  • A master's degree in Finance, Economics, Business Administration, or a related field. A professional qualification such as CFA or CA is highly regarded.
  • Minimum of 5 years of proven experience in investment analysis, corporate finance, or capital markets, preferably within an investment bank, asset manager, development finance institution (DFI), or corporate advisory firm.
  • Demonstrable understanding of fixed income securities and the bond issuance process, including the roles of underwriters, guarantors, and regulators.
  • Strong financial modeling and valuation skills, with experience analyzing project finance or infrastructure projects.
  • Excellent stakeholder management and communication skills, with the ability to engage effectively with senior executives and government officials.
  • Fluency in English, both written and spoken.

This is a full-time position with attractive daily rate remuneration package being commensurate with qualifications and experience.
