Role Summary

Siren Associates is seeking a Grants Coordinator to lead the design and day-to-day management of a competitive sub-granting mechanism under a four-year initiative aimed at strengthening drug prevention and harm reduction efforts in Jordan. Based in Amman, Jordan, the Grants Coordinator will report directly to the Project Manager and work closely with the finance, operations, and communications teams. The role involves establishing and managing a structured small-grants scheme that empowers Jordanian civil society organisations (CSOs) to deliver community-based initiatives in support of the initiative's objectives. The Grants Coordinator will ensure that the grants process is transparent, accessible to smaller organisations, compliant with donor and Siren policies, and supported by targeted capacity building to maximise impact.

This position is subject to funding availability. Recruitment, onboarding, and contract issuance will proceed once final donor approvals and funding confirmations are secured.

Key Responsibilities

Grants Mechanism Design & Management

  • Develop and manage a transparent and compliant small-grants mechanism aligned with Siren’s procurement and sub-granting procedures.
  • Draft and publish calls for proposals, clearly outlining eligibility, selection criteria, and application processes.
  • Create application templates, guidance materials, and scoring tools to ensure fair and consistent assessments.
  • Coordinate a multi-stakeholder review board to evaluate applications, lead scoring, and prepare funding recommendations.
  • Oversee grant contracting, disbursement schedules, and compliance documentation in collaboration with finance and operations teams.

Capacity Building & Applicant Support

  • Lead outreach efforts to promote grant opportunities, including “how to apply” workshops to support equitable access for smaller CSOs.
  • Design and deliver training for grantees on proposal development, reporting, safeguarding, and other key requirements.
  • Coordinate additional trainings with finance and operations teams (e.g., financial management) and monitor participation and effectiveness.

Monitoring, Follow-up & Compliance

  • Maintain continuous communication with grantees to track progress, address challenges, and provide tailored support.
  • Conduct field visits across Jordan to monitor activities, verify deliverables, and assess compliance.
  • Review narrative and financial reports to ensure accuracy and alignment with grant requirements.
  • Contribute to consolidated grant performance reports for donor submissions.

Learning & Visibility

  • Coordinate with the Communications Officer to plan and deliver an annual learning and visibility event bringing together grantees, government partners, and donors.
  • Document success stories, lessons learned, and best practices for dissemination within the project and broader networks.

Requirements

Essential Qualifications

  • Fluency in Arabic and English (spoken and written).
  • Bachelor’s degree in a relevant field (Political Science, Communications, Business Administration, or similar).
  • 5+ years of experience with internationally funded projects.
  • Proven expertise in grants management, programme development, or programme administration.
  • Strong facilitation and training skills, particularly when working with civil society organisations.
  • Excellent organisational and communication abilities, with capacity to manage multiple priorities.
  • Willingness to be based in Amman with frequent travel throughout Jordan.

Desirable Qualifications

  • Experience with Dutch-funded programmes.
  • Familiarity with agile project management methods or technology-enabled interventions.
