Vacancy Announcement – National Experts

BEID Consulting Services (BCS) is pleased to announce three national-level technical positions under an upcoming project. We invite qualified and experienced professionals to apply.

1. Social Protection Specialist (National Expert)

Key Responsibilities

  • Lead all technical work for the Social Protection component.
  • Assess private sector roles in social assistance delivery chains (outreach, monitoring, and evaluation) and financial services (microfinance, digital payments, cash transfers).
  • Analyze opportunities related to job creation, skills development, and public works partnerships.

Required Experience

  • Education: Master’s degree in Economics, Social Sciences, Development Studies, or a related field.
  • General Experience: Minimum 8 years of experience in social protection, safety nets, or livelihoods programs in Afghanistan.
  • Specific Experience: Strong hands-on experience with social assistance delivery mechanisms (cash transfers, beneficiary registration, MIS). Familiarity with Afghanistan’s social protection landscape is essential.

2. Education & TVET Specialist (National Expert)

Key Responsibilities

  • Lead all technical work for the Education component.
  • Map and assess private sector TVET models, skills development programs, and employer-led training initiatives aligned with labor market needs.
  • Assess private sector involvement in ECD services and education infrastructure (WASH facilities, teaching and learning materials).

Required Experience

  • Education: Master’s degree in Education, TVET, or a related field.
  • General Experience: Minimum 8 years of experience within the education sector in Afghanistan.
  • Specific Experience: Strong knowledge of TVET systems, skills development, and private education markets. Experience with Early Childhood Development (ECD) or community-based education programs is highly desirable.

3. Health Sector Specialist (National Expert)

Key Responsibilities

  • Lead all technical work for the Health component.
  • Analyze private sector service delivery (especially Maternal and Child Health), social franchising, and contracting models (including logistics and diagnostics).
  • Assess private sector capacity for training health workers—particularly female cadres—and explore public-private collaboration models.

Required Experience

  • Education: Medical Degree (MD), a Master’s in Public Health (MPH), or Health Economics.
  • General Experience: Minimum 8 years of experience in health systems strengthening or health service delivery in Afghanistan.
  • Specific Experience: In-depth understanding of the Basic Package of Health Services (BPHS) and Afghanistan’s private health sector. Experience with maternal and child health service delivery is expected.
