Key Expert 1 - Team Leader, International Expert

EUROPEAN PROFILES S.A. (GR) will participate as leader in bidding for the following World Bank Request for Proposal: "Consulting services for Strengthening of Legal, Regulatory and Institutional Framework for Social Services, including Tools and Guidelines to Support their Implementation in the Country"

Objective

The Project Development Objective (PDO) is to improve access to and quality of social services and benefits for vulnerable people in Uzbekistan.

A consulting firm shall hire a team of local highly qualified and experienced experts (lawyers, economists and etc) in order to draft a Social Code under 3.5. Task force (team of local experts) shall support NASP in all stages of developing, justifying, vetting, discussions of concepts, analytical materials and provisions of the Social Code.

 

The Consultant shall be a firm covering the following expertise, as minimum:

 

Key Expert 1 - Team Leader, International Expert

Experience:

• At least 10 years of experience in business transformation, public administration, public policy. Experience in Uzbekistan is demanded.
• Experience in leading projects in labor, social or education sectors in Uzbekistan or Central Asia or post-soviet countries or Eastern Europe or Caucasus.
• Experience working with public bodies and international organizations, including IFIs;

Education:

• At least a master's degree in economics, public policy or other relevant subject areas, obtained at international higher education institution.
• Knowledge of legal and other regulatory documents related to labor, social, legal, finance or education sector in Uzbekistan and provide links at lex.uz (national legal acts data-base) and references of national counterpart on this matter.
• Strong knowledge of the international best practice in social, labor, finance or education sectors' trends.
• Experience of working with a diverse range of stakeholders including government and local council representatives, senior management and customers, preferably in the social sector in Uzbekistan.
• Ability to manage workload with minimal control; strong analytical, organizational, writing skills;
• Availability of computer skills;
• Strong oral and written presentation skills.

Language requirements:

• Fluent English;
• Knowledge of Uzbek or Russian language necessary
