The overall objective of the position

This position aims to ensure the effective and safe implementation of irrigation canal rehabilitation and well reactivation works, in accordance with the highest approved engineering and technical standards, through direct field supervision, careful technical follow-up, quality control, and addressing technical challenges that may arise during implementation, in order to ensure the sustainability of interventions and achieve the desired impact for the beneficiary communities.

Main tasks and responsibilities

Conducting field technical assessments of the targeted canals and wells, analyzing the current situation, identifying rehabilitation or repair needs, and accurately estimating the scope of work and quantities required.
Preparing technical proposals that include implementation methodology, technical specifications, bills of quantities, and technical requirements, in accordance with the standards of the organization and the donors.
Coordinating with local contractors to obtain technical bids that comply with approved specifications, reviewing and analyzing these bids, and providing technical recommendations to select the most suitable bid.
Daily field supervision of work implementation, and ensuring compliance with approved plans, designs and technical specifications.
Ensuring that occupational health and safety (HSE) procedures are implemented throughout all stages of implementation, to guarantee the safety of workers and beneficiaries.
Implementing Quality Control procedures and verifying the use of correct materials, quality of execution, and conformity of work to engineering principles and standards.
Conducting regular and periodic field visits to work sites, and monitoring the progress of implementation in comparison with the approved timelines.
Addressing technical field problems that may arise during implementation, proposing appropriate solutions, and ensuring that they do not affect the quality or duration of the project.
Documenting all work carried out through periodic technical reports, including completion rates, challenges, and corrective actions, and submitting them to the relevant department to ensure transparency and accuracy in follow-up.
Required qualifications and experience

A university degree in civil engineering, water resources engineering, or any related engineering discipline.
Proven practical experience in rehabilitation and infrastructure projects, preferably in irrigation, canal and well projects.
Good knowledge of the local context and the nature of fieldwork in the targeted areas, especially Deir ez-Zor (city - Al-Mayadin) .
High ability to work in the field, solve problems, and communicate effectively with technical teams and contractors.
Good skills in preparing technical reports and documentation.
