Medecins du Monde Turkey (MDM-T) / Dünya Doktorları Dernegi (DDD) is a Turkish based humanitarian non-governmental organisation that facilitates access to healthcare for populations affected by armed conflict, violence, natural disasters, disease, famine, poverty and exclusion.
Our organization collaborates with partners and key stakeholders to implement projects that facilitate access to primary and secondary-level healthcare services to respond to the medical needs of displaced population.
DDD is the 16th member of the Doctors of the World International Network that is committed to meeting the health needs of vulnerable people globally.

Hierarchical & Functional links
Based in Syria - Idleb head office the HR Manager reports directly t to the Country Director. S/he manages directly the HR Team in Syria.
EXPECTED PROFILE
Knowledge & Qualification
· Bachelor’s degree (BA) in Human Resources or a relevant field.
Experience
· At least 5-10 years of Managerial professional experience in HR for international INGOs
Languages
· Required: Arabic (oral and written)
· English (oral and written)
· Turkish Language is a plus
IT & Equipment
· Good proficiency with Microsoft package

RESPONSIBILITIES
Representation
· Work as the direct interlocutor of DDD towards Syrian authorities, for all issues related to work/residency status for foreign staff (Syrian and expatriate); this position is assisted by the HR officers and assistants for all administrative procedures.
· Participate actively to HR Group meetings.
Payroll Implementation and Follow Up
· Supervise and coordinate the implementation and follow up of payroll for all staff contracts in Syria.
· Responsible for the flow of information with Finance and Legal departments for all matters related to payroll (work contract, overtime, advances, etc.) according to existing SOP.
HR policies
· Participate in developing and implementing HR policies within the Syrian context.
· Responsible for the staff knowledge, understanding and complying with HR policies.
· Organize monthly HR meetings to introduce and explain policies that are/will be implemented.
Capacity building
· Provide capacity buildings/training for implementing partners organization on administration and Human Resources Management.
· Define priorities and action plan coordination with the Country Director
· Follow up and progress reporting on the actions being taken.
Training
· Responsible for on-the-job training of the HR department’s staff.
· Supervise and participate to monthly induction meeting.
· Supervise the implementation of the training plan for staff
Translation and Language Classes
· Ensure the management and prioritization of translation requests to Arabic and English.
· Ensure the progressive increase of knowledge and practice of English as a working language throughout.
Team Management
· Define with your team members its action plan and deadlines for reaching goals.
· Conduct team meeting, individual meeting and individual appraisal.
Reporting
· Provide regular reporting to the country Director and Functional reporting to the HR Coordinator, as required.
Promote and encourage a culture of compliance and ethics throughout Dünya Doktorları Derneği. As applicable to the position, maintains a clear understanding of Dünya Doktorları Derneği and donor compliance and ethics standards and adheres to those standards. Conducts work with the highest level of integrity. Communicates these values to staff and to partners and requires them to adhere to these values.
Actively promote PSEA (Prevention of Sexual Exploitation and Abuse) standards within Dünya Doktorları Derneği and amongst beneficiaries served by Dünya Doktorları Derneği.
