Junior Non-Key Expert (5 months input) - Angola

Description of the assignment:

To provide comprehensive technical assistance for the finalization, harmonization, and nationwide operationalization of the Startup Law, MSME Law, and the National Innovation & Entrepreneurship Policy (NIEP). The consultancy shall evaluate the current status of implementation, identify institutional and regulatory gaps, and design a detailed, context-adapate implementation strategy, including tools, workflows, dissemination mechanisms, and capacity-building measures, ensuring that these frameworks are not only legally sound, but effectively implemented, widely accessible, and capable of generating tangible benefits for entrepreneurs and MSMEs throughout Angola, to ensure that it is benefiting all. 

Duration of the contract: 10 months.

PROFILES REQUIRED

• Bachelor’s degree in social sciences, education, economics, law, ICT or related field.  
• Minimum 3 years’ overall experience working with MSME and entrepreneurship development.
• Experience in supporting coordination, data collection, field logistics and documentation across all project components, including legal harmonization, roadshows, digital tools, and Twenty-based pilot programs.  
• Demonstrate strong analytical and organizational skills and be fluent in Portuguese (working knowledge of English preferred).
