Description

AAM Consulting is currently looking for experts for the EU-funded “Support to implementation of "EU for modern public administration"” project in North Macedonia. The project is now at the bidding phase, and we are looking for experts interested in implementation and possessing all the qualifications and skills required for the positions.

The overall objective (impact) is to improve the effectiveness and efficiency of the public administration of North Macedonia in line with the reform priorities of the Public Administration Reform Strategy 2023-2030, in particular to reorganise, modernise and digitalise the public administration.

The intended project start date is September 2026, with 36 months duration.

1)    Key Expert profiles:

Key expert 1: ICT expert/ Team leader

Qualifications and skills

  • Bachelor degree in the field of Information and Communication Technology and/or Digital Systems and/or similar fields. Or vocational education in the same field plus four years of relevant professional experience.
  • Excellent English communication skills, both oral and written.

General professional experience

  • At least 10 years of relevant professional experience in the field of development of e-Government solutions

Specific professional experience

  • At least 7 years of specific professional experience in ICT area related to design and development of digital solutions for e-Governance (e-Archive, Interoperability, development of electronic services, solutions for digitalisation of registers or any experience relevant to the Component 1 of the project), management of ICT system, and/or IT security;
  • Experience as an expert in at least one EU funded project;
  • Experience in leading a Digital Transformation process and Automation of IT processes in at least 2 projects will be considered as an asset.

 The expert will spend at most 10% of its working days to tasks related as a team leader.

Key expert 2: PAR Expert

Qualifications and skills

  • Bachelor degree in the field of Public Administration Reform and/or Human Resource Management and/or similar fields. Or vocational education in the same field plus four years of relevant professional experience.
  • Excellent English communication skills, both oral and written.

General professional experience

  • At least 10 years of relevant professional experience in the field of organisational development and/or human resource management in public institutions.

Specific professional experience

  • At least 4 years of experience in human resource management;
  • Experience in at least 1 projects involving organisational set up of state institutions (state administrative bodies) would be considered as an asset;
  • Experience in at least 1 projects in development of salary/retention systems.

 2)    Non-Key Expert profiles:

Component 1:

·       Monitoring and evaluation of budget support programmes and contracts

·       Data management HRM systems (HRMIS)

·       Institutional design, functional analysis and restructuring,

·       Public sector human resources development, and retention policies

·       Expertise in salary systems of public administration

·       Legal framework expert, including drafting of guidelines and manuals (experience in North Macedonia is a must for this role)

·       Quality assurance framework

·       Capacity building and training developer

·       Preparing and revision of strategies and action plan

·       Risk management

·       Monitoring and evaluation

·       Indicators development and reporting

·       Policy coherence and regulatory impact assessment

Component 2:

·       Data management

·       Network security

·       Cybersecurity

·       Web development

·       Quality assurance

·       Digital identity

·       Business analyses

·       Data analyses

·       Data centre architecture

·       Network engineering

·       Telecommunication

Each position requires substantial work on-site. Experience in North Macedonia is a must for the Legal Framework Non-Key Expert and is considered an advantage for the other positions. Fluency in English is a must.
