Technical Assistance to Key Stakeholders in EU-CAR Cooperation in the Central African Republic
Location: Bangui
The overall objective of this mission is to establish, through multi-stakeholder strategic dialogue, a transparent, coherent, and effective framework for managing tax and customs exemptions in the Central African Republic. This framework aims to reduce abuses and revenue losses, strengthen domestic resource mobilization, and reconcile the State's international commitments with the requirements of budgetary sovereignty, tax fairness, and good governance.
A workshop will be organized as part of this project. The workshop will be structured around two complementary committees, each with two specific objectives: to identify and assess abusive practices related to tax and customs exemptions, and to formulate the reforms and corrective measures necessary to improve their governance in the Central African Republic.

Several experts will be involved in this workshop, with specific working days allocated.
Following the mission, a three-day national strategic workshop for document validation, with a total of 45 participants, will be held in Bangui to clarify the various documents submitted. The breakdown of workload (hours/days) by expert and by specialty is shown below:
Senior Legal Expert (15 hours/day)
a) Document review, legal and tax analysis of existing exemption schemes
b) Formulation of proposals for legal, institutional, and operational reforms
c) Formulation of proposals for legal, institutional, and operational reforms
