Assignment Title: “Capacity Building and regional networking programme for Libyan incubators and entrepreneurs”

Project Overview
1) General objective
The overall objective of this assignment is to strengthen the capacities of selected Libyan incubators and enhance regional networking opportunities in order to improve the quality and effectiveness of support provided to Libyan entrepreneurs, particularly in the green economy, digital, and finance-related sectors, with a focus on enhancing the financial viability, profitability, and long-term sustainability of SMEs.
2) Specific objectives
1. Strengthen the technical, operational, and managerial capacities of the staff of three selected Libyan incubators by equipping them with practical skills, tools, and methodologies to effectively accompany entrepreneurs developing green, digital, and financially viable business projects..
2. To foster regional exposure, peer learning, and networking opportunities for Libyan incubators and entrepreneurs through structured exchanges, study tours, and interactions with regional entrepreneurial ecosystems and thematic experts.
Scope of the Project
Phase I - Provide building capacity programme for Libyan Incubators equip the teams of the three selected Libyan incubators with the skills, tools, and methodologies required to effectively support entrepreneurs developing projects in the green economy, digital sectors, and in financial management. Conduct an initial capacity assessment of incubator teams, then design and implement a structured capacity-building programme covering green economy support, governance and management, digital innovation and business development, and financial management for entrepreneurs. The programme also strengthens the financial and institutional sustainability of incubators (business models, revenue diversification, partnerships, fundraising, long-term planning). Activities are delivered through a mix of hybrid trainings, workshops, mentoring, and coaching, and include the provision of practical tools and materials for long-term use.
Phase Pt.2 – Selection Criteria Development, proposing eligibility and evaluation frameworks (eligibility requirements, organizational capacity, sectoral experience, governance, local anchoring, growth potential, etc. aligned with project priorities (green economy, digital, finance). , and contributing to the call for applications to select best suited incubators to participate in the INVEST4LIBYA project.
Phase II – Study Tours & Networking:
Organize regional study tours and networking events to promote peer learning and exposure, connecting Libyan entrepreneurs and incubators with regional ecosystems in the digital and green sectors. This includes three study tours (one per year) for approximately 12 participants, as well as one dedicated study tour for incubator teams to strengthen their operational, technical, and financial sustainability through exchanges with regional best practices and ecosystem actors and established incubators. Organize one annual regional networking event in Tunisia, bringing together Libyan entrepreneurs supported by the project and Tunisian entrepreneurs, ecosystem actors, and experts active in the same thematic areas (for +/- 12 candidates.
Phase III – Experts & Content Production:
Mobilize thematic experts (green, digital, finance) to strengthen incubators and entrepreneurs through high-quality learning content and events. This includes producing pre-recorded training modules, delivering an annual thematic finance day (in-person in Libya or hybrid) with workshops and exchanges, and ensuring all content is pedagogically sound, coherent, and adapted to the Libyan context.
Expected Tasks
· Coordinate field implementation of activities across Libya and regional locations (e.g. Tunisia, study tour destinations).
· Act as the main liaison with local stakeholders, including incubators, entrepreneurs, partners, and service providers.
· Support the organization and logistics of trainings, study tours, and networking events (venues, participants, coordination).
· Facilitate communication between the project team and local actors, ensuring smooth information flow.
· Monitor implementation on the ground and provide regular updates and feedback to the Team Leader.
· Support data collection, reporting, and monitoring activities, including participant lists and feedback
· Ensure activities are implemented in line with local context, cultural considerations, and operational requirements.
Expert Minimum Requirements
· At least 6 years of relevant professional experience in project coordination, preferably in development or entrepreneurship programmes.
· Proven experience in field coordination and stakeholder engagement in Libya or similar contexts.
· Experience in organizing events, trainings, or study tours.
· Strong understanding of the local entrepreneurial ecosystem and key actors.
· Ability to coordinate with multiple stakeholders and partners.
· Strong organizational, communication, and reporting skills.
