The Government of the Republic of Sierra Leone (the “Government”) and the Millennium Challenge Corporation (“MCC”) signed a Millennium Challenge Compact on September 27, 2024 (the “Compact”), providing up to approximately US$480,000,000, which includes an additional contribution of US$14,200,000 from the Government of Sierra Leone, to support economic growth through improvements to the electricity sector.

MCA-Sierra Leone (MCA-SL) is the Accountable Entity (AE) responsible for overseeing and managing Compact implementation.

MCA-SL was established in January 2026 and has an active program management and preparation workload during the pre-Entry into Force (EIF) period. EIF is planned for September 2027, and the Compact is expected to run for five (5) years (until 2032), after the EIF date.

The Compact consists of the following three (3) projects:

(i) Transmission Backbone Project, which aims to expand and reinforce Sierra Leone’s electricity transmission network;

(ii) Distribution and Access Project, which aims to improve the reliability of electricity supply and expand access to electricity in selected communities; and

(iii) Power Sector Reform Project, which aims to improve the financial sustainability, governance, and performance of the electricity sector.

There are also activities covering Monitoring & Evaluation and Program Administration.

This Compact Specific Market Outreach Event is targeting interested Consultants, Contractors and Suppliers worldwide to provide:

  • An overview of the MCC AE Procurement Policy & Guidelines (PPG) and its application,
  • Outline upcoming and future opportunities for Goods, Works, Consultancy Services and Non-Consultancy Services (NCS), and
  • Provide an opportunity for those interested organizations to register their interest in specific Compact activities.
