Contract description: TA for Dairy Value Chain Assessment in Azerbaijan. The consulting services are to deepen the MOA's understanding of the dairy sector and build its capacity to support investors considering investing the large scale dairy sector. The specific objectives of the study are to: review and analyze the existing dairy value chains in Azerbaijan, and examine Azerbaijan's competitiveness in the dairy sector and potential opportunities; identify policy and public investment constraints to private and foreign direct investment, describe the measures that the government is taking to address those constraints and remaining gaps in the reform program; as a capacity building exercise, design and cost model large farm and dairy processing investment models. This assignment will also contribute to the overall agriculture sector risk assessment currently conducted by the World Bank and the Ministry of Agriculture. To this end, the study will also identify existing risks to the dairy value chains, analyze their frequency and severity, and draw conclusions the impacts of these risks on the sector outputs.
