Description:
Nepal is in fundamentally transforming its governmental structure towards a decentralized service delivery, as laid out in the new constitution of 2015. As part of this transformation, it is envisioned that many of the tasks, responsibilities, and authorities surrounding off-grid energy and energy from biomass are decentralized to the local and the provincial level.
The Renewable Energy for Rural Areas (RERA) Programme, with the assistance of the consultancy firm, will support the off-grid energy sector in Nepal in this transformation. The focus of the work of the consultancy firm will lie on supporting government institutions, but also includes the private sector and civil society organizations to a lesser extent.
The work of the consultancy firm will mainly circle around the support to the Nepalese energy agency (Alternative Energy Promotion Centre) in operationalizing one newly established provincial office, as well as supporting the newly elected local governments in this province.
This work will focus on capacity development and Gender Equality and Social Inclusion (GESI) to enable the provincial AEPC office, as well as the local governments to effectively perform their tasks of promoting and delivering off-grid energy. However, with the view of supporting the decentralization of off-grid renewable energy services delivery in one province of Nepal, also other topics like energy planning, demand creation and productive use of energy will be touched by the work of the consultancy firm.
