Scope of Contract: External Auditor Consultancy Services for Years Ending 2017 & 2018

The consulting services (“the Services”) include hiring an independent external auditing (IEA) firm for the audit of Components 1 & 2 of the Project. The primary objective of the audit engagement is to enable the Auditor to express a professional opinion as to whether (i) the project financial statements (PFS) for the years ending December 31, 2017 and December 31, 2018 present fairly, in all material respects, the cash receipts and payments of the project for the year ending and cumulatively from inception date till year end in accordance with International Public Sector Accounting Standards, under the cash basis of accounting; (ii) internal control over financial reporting involved in the preparation of replenishments, direct payments, payments through special commitments, and reimbursements i.e. expenditures reimbursed on the basis of Statements of Expenditures can be relied upon to support the related withdrawals; and (iii) the Projects were in all material respects in compliance with the laws, regulations, guidelines and provisions governed by the Loan Agreement.
