Assignment title: Technical assistance to consolidate the water and wastewater sector in Romania 

Contract description: The current Assignment is focused on 3 overall objectives:

1. formulation of strategic options for the water and wastewater sector consolidation and development;
2. refining and extending the benchmarking system for the Romanian water sector, in order to ensure a dynamic monitoring of the regional operators and sustainability of LIOP projects;
3. capacity building for ROCs and other key actors in the water sector.

Provided services:

1. Activity 1 - Identification of strategic options (short, medium and long term) for strategic management of investments in the water sector. The targets for conformation with the relevant EU water and wastewater directives, as well as the provisions of the Partnership Agreement and of the 2014-2020 Large Infrastructure Operational Programme (LIOP) must be considered. An important part of the analysis will be focused on identifying alternative financing mechanisms for the future, after the 2014-2020 programming period.
2. Activity 2 – Improvement of the Romanian benchmarking system, in order to increase the capacity of regional operators to manage LIOP projects in the sector (i.e. review the Benchmarking methodology, update the IT&C platform and monitoring indicators, comparatively analyse the Romanian and international benchmarking systems (EBC))
3. Activity 3 - Capacity building for ROCs, in order to meet the conditions for financing included in the LIOP 2014-2020 (delegation contracts, tariff methodology, action plans, including long term asset management plans, delivery of specific training/workshops/seminars).
