Project title and assignment: Bulgaria-Romania-Hungary-Austria (BRUA) Pipeline: Technical, Environmental and Social Consultancy Services
Contract description: To provide technical, environmental social consultancy services for the Project from the time of signing of the loan agreement (the 'Loan Agreement') through to successful commissioning of the new gas transmission system. The expected outcome of the Assignment is successful implementation of the Project in accordance with the terms of the loan and all the relevant rules and requirements.
Provided services:
a) review and comment on the main technical documentation, engineering studies and drawings for the Project, including the already completed studies and the ones under preparation by the contractors and the Company (i.e. the 'due diligence'); ensure their compliance with the Project requirements;
b) review and comment on the procurement procedures for the necessary construction works and services not yet awarded at the time of the start of this Assignment (approximately 7 contracts) and confirm that they are in line with the IFI's procurement principles and practice and the Loan Agreement;
c) regularly monitor the Project implementation on the Bank's behalf, according to the agreed schedule, including verification and analysis of the Project costs and physical progress; opine on whether good practices are maintained during the construction process;
d) analyse and make comments in a report on the way in which the contractors are performing their tasks as per the contracts;
e) review and confirm that all necessary works for the Project are being implemented as per the Loan Agreement, including the Project Implementation Plan (PIP) and disbursements;
f) review and comment on the Project management and the Company's supervision arrangements for the works and services for the Project;
g) confirm the completion of the Project to the Bank;
h) confirm the Project compliance with specific provisions and the overall objectives of the EIA, SLIP, ESAP and other project documents;
i) review and confirm the implementation of mitigation measures, as documented in the General Requirements Register and Environmental and Social Management Plans to address material environmental social (ES) risks and issues associated with the Project;
j) analyse and make comments on the key documents, when they become available, that are required before the construction as specified in the EBRD ESAP;
k) analyse and make comments on the material changes which may occur throughout the implementation of the Project in respect of its design and operations since the ES due diligence was undertaken and until the confirmation date of the Project completion, and
l) analyse and make comments on the General ES performance and the extent to which the Project is in compliance with the EBRD Performance Requirements and the good industry practices.
