Detailed project description:
The Germand bilateral Financial Cooperation and the Swiss State Secretariat for Economic Affairs jointly finance the national water and sanitation sector programme "Water Supply and Sewerage in Bosnia and Herzegovina II" through Kreditanstalt für Wiederaufbau (KfW). The Municipality of Tuzla together with its public utility company for water supply and sewarage "Vodovod i Kanalizacija d.o.o. Tuzla" has formed a Project Execution Agency (PEA) for the implementation of infrastructure improvement project in Tuzla as part of the the national programme.
The project aims to improve the water supply situation in the city of Tuzla and comprises consultancy services for the following two major components:
(i) Preparation of detailed design and tender documents, assistance to PEA in tendering and contracting and construction supervision, supported by the Implementation Consultancy, and
(ii) Accompanying measures for institutional strengthening, assisted by the Accompanying Measures Consultancy.
The total costs of investment measures in the city of Tuzla are budgeted at about 11.1 milion EUR.
The overall objective of the project is the improvement of the water supply situation in the city of Tuzla in order to contribute to improved living conditions for the population at affordable costs. Rendering the Implementation Consultancy services, HYDROPHIL GmbH shall assist the PEA in implementing the prioritised investment measures identified for the city of Tuzla. The consultancy services for the Implementation Consultancy are assigned to four phases:
Phase 1: Preparation of detailed design (1a) and tender documents (1b)
Phase 2: Assistance to PEA in tendering and contracting
Phase 3: Site supervision works
Phase 4: Assistance to the PEA during defects notification period
Phase 1a: Preparation of detailed design: Carrying out the detailed design of the project based on the investment measures as proposed as short-time investment measures in the existing feasibility studies, in line with the valid standards and regulations in BiH and EU and ready for obtaining necessary approvals, permits and licences. Preparation of planning documents to be ready for tendering and the approvals for construction.
Phase 1b: Preparation of tender documents: Establishment of the appropriate contract packages with the PEA. Preparation of respective tender documents for international competitive bidding, based on FIDIC conditions (Conditions of Contract for Building and Engineering Works, “Red Book”) and in consideration of KfW’s “Guidelines for Procurement in Financial Co-operation with Developing Countries”.
Phase 2: Assistance of the PEAs in tendering and contracting: Assistance to the PEAs in all tendering and contracting procedures following the KfW’s “Guidelines for Procurement in Financial Cooperation with Developing Countries ”.
Phase 3: Site supervision of works: Rendering the services of “Engineer” according to FIDIC conditions of contract and assisting the PEA with monitoring and supervision of works. The supervision includes general and site supervision of works, the preparation of initial operation activities, continuous project management and monitoring, periodic reporting, participation in the preliminary acceptance and compilation of the Project Final Report.
Support to the PEA in preparing required documents receiving the operational permit of the new facilities and assist the PEA in receiving this permit.
Phase 4: Assistance to the PEA during defects notification period: The supervision during the defects notification period comprises all post-construction activities until the final acceptance of construction works and the compilation of one additional Project Completion Report.
