Description

Civil Service Reform and Modernization of the Government of Kazakhstan

The objective of this contract is to support the public administration reform undertaken by the Government ofKazakhstan. The action focuses in particular on the professionalisation of the civil service, modernisation ofhuman resources management, and improvement of quality management tools of public services delivery. Themain beneficiaries are the Civil Service Agency (CSA) and the Academy of Public Administration (APA). Thefollowing services will be requested among others:
— both systematic and ad hoc advisory services for building institutional capacities of beneficiary organisationsin view of improvement of public service delivery,
— development of methodologies for effective human resources management, evaluation system, and moderntraining approaches,
— development and implementation of secondary legislation, guidelines, action plans and practical toolsnecessary for the effective and efficient operation of the CSA and APA,
— analysing and applying good practices in the area of civil service reform, civil service training, and publicadministration modernisation,
— providing support to applied research activities and modern training methods,
— promoting the establishment of links with relevant European institutions.
