Contract Description: Ethiopia Renewable Energy Resource Mapping Project - Technical and Environmental & Social Support for Wind Independent Power Producer (IPP) Transaction development. The objective of the assignment is to support EEP in this critical moment of wind IPP development through provision of technical assistance and ensuring quality by assisting in the analysis and verification of wind measurements as well as preparation of outstanding documentation (geotechnical report, environmental and social assessments) in order to advance preparation and improve competitiveness in the first wind IPP in Ethiopia. The scope of the assignment includes the following tasks:
- Site selection: Selection of one site based on review of existing material of EPC sites and site visits.
- Technical guidance, review of existing documents as well as preparation of missing information for site development (geotechnical reports, feasibility studies) taking into account technical and financial viability.
- Data analysis: Compilation and review of data from wind measurements and feasibilitystudies for the priority site. In order to validate the available data, it will be necessary to set standards that are acceptable in the industry.
- Preparation of ESIA: Support the preparation of the ESIA forthe priority site and ensure that all applicable environmental and social safeguards regulations and policies are applied in the documents. In addition, mitigation measures for safeguards risks will be proposed.
- Transaction structuring: Developing preliminary commercial structure, off-taker financial analysis and sector due diligence, and market sounding.
