Contract Description: Ethiopia Consultancy Service for Evaluation of Infrastructures and Performance Assessment of Small Scale Irrigation Schemes Constructed During the First Phase of Agricultural Growth Program.
The main objective of the consultancy service is to conduct infrastructure evaluation and performance assessment of selected small- scale irrigation schemes (10 in number), constructed with the financial support of the first phase of Agricultural Growth Program (AGP-I) and entered operation. The infrastructure evaluation will focus on: (i) a technical audit of AGP SSI infrastructures to assess the quality of infrastructures construction; (ii) an assessment of the quality of construction/rehabilitation processes implemented under AGP; (iii) an evaluation of infrastructures functioning and level of operationality and benefits to AGP direct beneficiaries; (iv) AGP results per regions, quality gaps, limiting factors, best practices, conclusion and recommendations to inform AGP2 implementation; v) the impacts of irrigation infrastructures/technologies and sustainability of their impacts on men and women farmers (not only FHH, but also married female).
The performances of selected schemes (10 in total from the 4 regions, Amhara, Oromia, Tigray and SNNPR) will be evaluated using four selected comparative indicators: agricultural, economic, water-use and physical performance by International Water Management institute (IWMI) (Molden et al., 1998). The ultimate purpose of infrastructure evaluation and performance assessment is to identify implementation gaps and shortcomings to find out solutions and to take corrective actions to remedy the situation for increasing the productivity of such schemes. In addition, lessons will be drawn to do or not do again in SSI schemes to be constructed in the second phase of Agricultural Growth Program (AGP-II) and any other similar interventions.
