Description

The global objective of this assignment is to review the institutional/organizational set-up and management systems; and in particular the human resource policies under CD NAO-SU programme estimate (PE) and consequently under other EDF funded project and programmes implemented through Programme Estimates (PE) with the view of identifying current gaps, structuring solutions to these gaps; and developing matching staff guidelines on all human resource management issues including but not limited to terms of employment & staff management procedure, remuneration, training and development, work code, work standards/ethics, and performance assessment.
