Municipal Joint Service Councils Assessment for Regional and Municipal Development Project

The objective of this study was to diagnose the municipal Joint Service Councils’ viability, and hence the ability to  capitalize on the establishment of such councils to facilitate, utilize and optimize the roles of municipalities  to  provide services. Scope included completing a holistic examination of the financial, institutional, legal and  regulatory frameworks which regulate the work of these councils. ECO Consult was subcontracted by ERM toconduct this assessment as the local consultant. ECO Consult was responsible for local team management, project  management and conducting of all needed focus groups with different segments of the local community, municipalities, and collective service councils. ECO Consult also had a key role in reporting and producing required project deliverables.
