Detailed description of project

The Overall Objective of the HRDP is to improve the region’s living standards and international competitiveness through improvement of skills, to increase the motivation and to make the Pacific Islanders more able to respond flexible to new challenges and opportunities. The specific purpose of the Programme is to increase human capital through skills enhancement in three areas:

- A Permanent Regional Centre of Tourism Studies (TSP) which will make available the adapted training, research and local expertise
- Management training of the public sector workforce in order to improve the performance of the government and provision of advisory services to small business and emerging private entrepreneurs, proposing alternative policies, management training and advice on access to credit and market development
- A Regional Comparative Employment and Labour Studies Unit (ELS) to improve the research capacity & information on labour market processes and institutions.

The University of the South Pacific (USP) as the leading institution in tertiary education in the region is responsible for the implementation of the HRDP.

The purpose of the Mid Term Review is to establish half way the implementation period if the HRD Programme and its three components are still relevant, if activities are being carried out according to planning and if results and objectives are being attained (timely, efficiently, effectively).

Monitoring & Evaluation

PROMAN is providing the services of a team of three evaluators:

- Team Leader and Management Development Expert
- Labour and Employment Expert
- Tourism Expert

The team reviews each component and the project as a whole according to the evaluation criteria and formulates recommendations to improve the implementation and/or corrective measures to bring the programme back on track in order to insure the timely achievement of objectives, the largest possible impact while making the most efficient use of means and inputs.
