Detailed description of project
The overall objective is poverty alleviation in the Province of Sindh through progress in achieving Education for All (EFA) goals.
The EC Sindh Education Plan Support Programme (SEPSP) purpose is “improved capacity at school, district and provincial level to deliver quality elementary education services in an equitable way”.
Results of SEPSP are systems- and process as well as resource-base oriented. SEPSP will support the GoS education and governance systems through improved personnel policies, administrative procedures, planning, budgeting, financial management, results and impact monitoring and evaluation, control and accountability across institutions in the education sector. A number of initiatives are planned to strengthen institutions, human resource management and capacity development. The EC SEPSP will also contribute to an enhanced resource base in the education sector.
The EC SEPSP programme will also act as a catalyst in the GoS-driven process and ambition to move towards a mature multi-donor sector-wide Sindh Education Plan (SEP) fully managed by GoS.
Type of service provided
Provision of an expert team, consisting of a total of 9 long-term experts:
- Long-term Education Programme Manager/Team leader;
- 2 Education Services Quality Experts;
- 2 Public Finance Experts;
- 2 EMIS Experts;
- 2 Public Private Partnership Experts.
Key services include:
Prepare and update, annual SEP-SP TA Work plans, Review Government Budgets and Disbursement, and Tranche Release Schedules for EC Sector Budget Support, and assess and report on compliance by the GoS and District Governments with stipulated and agreed conditionalities for Tranche release. Ensure that SEP-SP Sector Budget Support is also managed in accordance with financial, personnel and administrative EC guidelines. Assist and support counterpart staff and beneficiaries at provincial level and in the districts, with technical and planning know-how for effective implementation of SEP-SP, i.e. improve Governance and implementation capacity, to increase quality and access of education services in the districts, and ensure proper utilization of SEP-SP SBS for districts.
