Capacity building and training

- local backstopping and recruitment of experts;

- organisation and delivery of capacity-building workshops for state officials.

 Assessment

- legal, administrative and institutional assessment of the water framework in Croatia, including implementation of water management legislation.

 Legal enforcement

- legal drafting and legal gap analysis;

- defining the framework for performing horizontal impact assessment (HIA) on meeting the requirements of the water directives and implementing the institutional and administrative actions for compliance;

- drafting of a plan for compliance with the requirements of the UWWT Directive; and

- preparation of a draft strategy and action plan for the approximation of Croatian water legislation to the EU water acquis.
